THE POST OFFICE APPROPRIA
TION BILL PASSED.
SKIRMISHING IN THE HOUSE.
Chicago, Jan. 29 Gen. Sheridan
has a communication from Fort Bel
knap, M. T. , from Indian Agent Lin
coln, dated January 4th, confirming
the news of Sitting Bull having cros
sed the border. He says that he is
reliably informed that there are 450
lodges of Piegans in the Bear Paw
mountains, about 40 miles southwest
of that post, and that probably as
many more British , Blackfeet bloods
and Piegans are on their way to Bear
Paw mountains, and were in close
proximity at last accounts. The Crees
(British Indians) are also in the moun
tains. The British Assiniboines have
camped with the American Assiniboin
es. Sitting Bull is on French
men's creek, this aide of the line,
with his whole camp. The os
tensible reason for this influx
is the pursuit of buffalo, which they
justly claim are not now to be found
north of the Missouri river. They
claim to be friendly, but Agent Lincoln
regards their presence in such numbers
s a matter of grave Imports Bb is
sure of the Gros Ventres, but not of
the AssiniboineSjWho are influenced for
bad by their British namesakes. Col.
Brooks, of Fort Shaw, in fowarding
this intelligence promises later news
from his scouts in a few days.
Washington, Jan. 30. The post
office appropriation bill passed after
many of the amounts were increased.
The struggle of yesterday for the
morning hour was then renewed.
Motion to go into committee was de
defeated, but Hewitt changed the
. negative and moved to reconsider the
vote. This was promptly followed by
a motion to lay Hewett's motion on
the table and that vote was taken.

PRESIDENT MacMAHON'S RES
IGNATION PUBLISHED.
NO DISTURBANCES AND VERY
LITTLE EXCITEMENT.
niS FINAL SENTIMENTS.
SPECULATIONS UPON THE COM
ING CABINET, ETC.
Pahis, Jan. 30. President MacMa
lion has resigned the presidency of the
republic. He said: "In quitting power
I have the consolation of thinking
that during the fifty-three years that
- I have de oted to the' service of my
country, either as a soldier or citizen,
j I have never been guided by any senti
ment other than honor and duty and
- absolute devotion to my country. 1
$ request you to communicate my decis
ion to the chambers."
The present ministers will resign
and a new parliamentary cabinet be
constituted. It is reported that Gam
bettawili take the premiership and
the foreign portfolio. The concourse
of the general public at Versailes is
not very great, and the excitement
does not compare with that of May
24, 1873, when Thiers resigned.
There is no disturbance anywhere.
Southern Claims.
Edward S. Bragg, a democrat!
member from Wisconsin, caused
some excitement in the house last
week, by the suggestion that certain
northern democrats in congress
would n-o over to the republicans
i iue crmthprn democrats wouia
ixifioo .
forego their claims for losses dur
ing the war. The suggestion cer
tainly was not a politic one, but
there is a good deal of rough sense
in it. The democratic party north is
weighted down by the apprehen
sion that if it obtains control of
all departments of the government,
it will be forced by southern lead-.
ers to allow claims which, so far,,
have been kept in the background.
Mr. Tilden, in 1876, was compelled
by the charges made against him
by republicans, to declare against
this olass of claims. Still, in spite
of this declaration, many northern
voters were inolined to the repub
licans by the persistent charges
that democrats would favor the
claims, and Mr. Tilden as presi
dent would be powerless to oppose
them. But Mr. Bragg's speech
drew from Mr. Ellis, of Louisiana,
the statement that the south would
be willing: to debar southern
olaims by constitutional enact
ment. This is the best way to
dispose of them. Until laid at
rest by some competent authority,
they will continue to haunt one
congress after another, and provoke
bunoombe speeches from north and
south, to the great hindrance of
.useful .legislation. There ULBQTC,
no other real point of difference
between the north and south, and
the quicker this is disposed of the
better for both sections. The
southern claimholders may as well
make a virtue of necessity, and
assist at the burial of their claims.
They will lose more in advocating
them than they will ever get out
of congress.
Americans are not much given
to titles, but there is a universal
demand for an "honest count" on
election day.
