New York, Jan. 16. A snow storm
which set in early last night, contin
ues, and gives promise of enduring,
Washington, Jan. 16. The senate
has confirmed Roger S. Green as chief
justice of the supreme court of Wash
ington territory; John P. Hoyt, asso
ciate justice of the supreme court of
Washington territory.
Grover today introduced a bill to
remove the political disabilities of
Win. T. Welcker, of California, in
.curred by-reason -of- participation-in
the rebellion.
Mitchell to-day made an argument
before the senate committee on indian
affairs in advocacy of the bill to open
the Umatilla reservation to settlement
by removing the indians. He opposed
Commissioner Hoyt's proposition for
their removal.
In the house to-day Gibson gavo
notice he would, if he had an oppor
tunity, offer as a substitute an amend
ment appropriating $2,500,000 for
the improvement of the Mississippi
from the head passes of that river to
the mouth of the Illinois river. The
house went into committee of the
whole on the bill organizing the
Mississippi river improvement com
mission, and providing for the im
provement of that river and the pro
tection of its alluvial lands. An ap
propriation of $250,000 is made for
the payment of salaries, and the com
mittee which reported the bill has an
amendment added. A sedtion appro
priating $3,S71,000 for strengthening
the Mississippi levees.
Yankton, Jan. 16. A Cheyenne
agency special says: Last night run
ners from the hostile camp held a
council with the agent at which coun
cil they talked very independently,
saying that it makes their hearts bad
to see their friends here derived of
their guns and horses. On Satin day
they held a council with the com
mander of the post, Col. Wood, at
which council they were very msek
and said that all they wanted was to
come in and they would give up their
guns and ponies. They must do some
thing soon, as the buffalo are moving
and they will have to follow them.
Ere this the entire hostile camp of
not less than 25,000 people are on
American soil and working south.
The runners will remain here at Red
Shirt's camp twelve days to hear from
Washington.
35-It is a fact long since established,
savs the Helena Herald, that the mer
chant who liberallv patronizes the ad
vertising columns of the press, sells his
wares cheaper than the one whose name
is seldom or ever seen. The reason is
patent, for by thus advertising, his sales
are tripplcd and a Jess proportionate
profit makes him the greatest gamer.

Silver City, Jan. 16. Heavy snow
storms and unprecedented cold weath
er create considerable alarm among
stock men, who have reason to fear
that a large number of cattle will per
ish before milder weather sets in.
Boise City, Jan, 15. The heaviest
snow storm is provailing which wo
have experienced for four years. Hay
and grain is scarce and a great deal of
stock "will die.
Boise City, Jan. 15. The legisla
ture is still in statu quo. The council
perfected a temporary organization on
the second day of the session, and to
day proceeded to a permanent organi
zation. The council stands 7 republi
cans and 6 democrats. The members
of the assembly stand 12 republicans
and 12 democrats. Two members are
absent and will not be present, so lti
takes 14 for a quorum. The demo
crats formed by taking in two out
siders who claim seats, and ask to be
recognized, which the council refuses.
The 12 republican members meet in the
supreme court library room and ad
journed from day to day for want of
a quorum. Thus matters stood at the
third day, at a dead look.
Silver City, Jan. 16. There is
much indignation in con&equence of
the existing dead-lock in the Idaho
legislature, occurring in consequence
of the parties being so evenly divided.
The feeling is general that the mem
bers should go to work and strive to
do something for the territory, instead
of fritting away time in party squab
bles, in which nothing of any conse
quence is to be gained.
Victoria, Jan. 15. The schooner
Industry foundered off Discovery Is
land with a cargo of coal on board,
early on Monday morning.
