Trot, Jan- 10. The Troy Manu
facturing company's mills, at Cohoes,
burned this morning. Loss, 30,000;
insured. The wildest excitement pre
vailed among employes, and many es
caped by jumping from windows, and
a number were injured. The fire
will cause a complete suspension, of
work for weeks, which, will euiaU

Omaha, Jan. 10. A dispatch re
ceived by General Crook this morning
says there were thirty Cheyennes
killed last night at the outbreak at
Fort Robinson, Nebraska, and that
fifty prisoners have been recaptured
from among the fugitives, Captain
Wessels, with five companies, is in
pursuit. There were one hundred
and fifty prisoners confined in the
frame building, from which all but
thirty defiantly refused to be removed
preparatory to their departure for In
dian territory. When they stampeded

wounded four soldiers and killed one.
They were armed with clubs, which
they procured by tearing up the floor
ing, and had also got possession of a
few revolvers. Particulars of the
capture of the fugitives was published

Richmond, Jan. 9. Recent rains
have caused a rise in the James river,
and a consequent breaking up of the
ice. The water is twelve feet above
its ordinary level, and is still rising.
A rise of five or six feet is reported at
Lynchburg.
Richmond, Jan. 10. The water js
still rising. All the wharves are sub
merged, and the water is now en
croaching upon the streets in the low
er portion of the city, and has run
over into the dock from Seventeenth
street to the ship locks at the river
wharveF. Families are moving out
from the houses in the rocketts near
the river, and merchants along threat
ened points are busy removing goods.
The flood is attributed mainly to the
ice gorge below.
Charlestowi?, Jan. 10. The
breaking of the ice gorge in the Kana
wha river has done considerable
damage. It is reported that seventy
two barges, many of them loaded with
coal, were swept away. The steamer
J. C Crossley "was sunk in Guyan
river. At St. Louisa, Kentucky, the
steamer L. T. Moore was Bunk. At
the Catlettsburg, seven barges were
carried sway. The steatner Tom
Farrow, with nine barges, sunk in the
Kanawha, will be a total loss. Fur
ther movements of the ice in the Ohio
is checked by the gorge at Hanging
rock, but a break-up there is momen
tarily expected.
Cincinnati, Jan. 10. Fire broke
out to-day in P. Wilson & Son's,
carriage trimming establishment. The
saddlery store of M Werk and an
unoccupied ' building were destroyed.
The loss on the former is estimated at
140,000. The loss on Werk's build
ing is estimated at $40,000. The
walls of Werk's building fell upon the
Commercial Bank building, demolish
ing it. The building "was erected
twglye years ago at cost of $300,000,

Washington, Jan. 10. Just before
the house adjourned this afternoon,
Willis of Kentucky obtained the floor
for the purpose of presenting his re
port on the Chinese question, and to
request that the accompanying bill be
made a special order for some early
day; but there was much confusion
in the hall, and Hale of Elaine, prob
ably not understanding Willis' pur
pose, interposed a motion to adjourn,
which was immediately carried. Willis
will, however, be given the floor to-,
morrow, immediately after the read
ing of the journal. While the speaker
was putting the question of Hale's mo
tion, Luttrell exclaimed in loud tenes:
"I want it understood that the repub
licans object to any legislation un the
Chinese question;" a .remark "which,
even if justly applicable to Hale, was
not called for by any expressions on
the part of other members. The fact
is, the house, after a long wrangle
over the subject of war claims, wa.s
impatient to adjourn for- rest and din
ner. Washington, Jan, 10. In the sen
ate to-day Mr. Mitchell made a very
interesting and carefully-prepared
speech in advocaoy of his bill appro
priating $500,000 to commence the
construction of a breakwater and har
bor of refuge at some point between
the strait of Fuca and the 42d parallel
to be selected by the board of en
gineers for the Pacific coast. He
showed that the proposed work is not
only of local importance, but of im
portance to the future development
and prosperity of a very large share of
the commerce of our common country.
After giving numerous statistics of the
trade and productions of California
and Oregon, reciting, arqong other
things, that the inward and outward
tonnage of gan. Francisco alone is not
less than 1,00,000 tons per annum,
and tha.t the exports of Oregon amount
to over $300 for every man, woman
and child in that state, he said: "The
day is not far distant when over half
of all the wheat exported from the
United States will be grown in Cali
fornia,. Oregon and Washington terri
tory, and the latter two will produce
fifty per cent, of that amount. The
Atlantic coast, from the bay of Funday
to the Florida keys, through the gen
erous and just action of our govern
ment, has been furnished with break
waters, light-houses, life-saving- sta
tions, harbors of refuge, and other
aids to marine commerce, and he
could not doubt that congress would
listen to the appeal for somo share of
similar protection to life, and property,
and commerce, generally, on the Pa
cific coast." In the course of his re
marks, Mi Mitchell indicated that
either Port Oxford, Coos bay, or Foul
weather would be a suitable point for
the location of the proposed break
water; each being about half way be
tween San Francisco and the straits, of
Fuca; but the selection could be safe
ly left to the board of engineers to
secure the greatest good to the great
est number. At the conclusion of his
speech the bill was, on his motion, re-,
f erred to the committee on commerce.
Chicago, Jan. 10. A Journal's
Washington special says: One of the
most prominent members of the
house says there is not the slightest
probability of the army bill passing.
The bill will be taken up and a few
speeches made, and then a motion
made to strike out the enacting clause,
which will be carried'by a large ma
jority, thus killing the measure.
Washington, Jan. 10. Delegate
Cannon, to-day referring to the
recent supreme court decision, admit
ted the right of congress to legislate
against polygamy, but said his peo
ple had more to fear from persecu
tion than prosecution under the act
of 1862. He feared the enemies of
the Mormon people would institute
continuous prosecution for unlawful
cohabitation against parties who
would otherwise escape under- the
plea of statutory limitations. The
Mormons would be cravens and poL
troons if they yielded their religious
principles to the diotates of the su
preme court.
