Communicated.
On last Thursday, Jan. 2, our mail
carrier was x)ecuary fortunate. He
started on his . route from Astoria,
reached his boat at the old mill, reach
ed Youns river and found considera
ble ice so much that he concluded
Hie must si ve up his trip. 5.rire steam
propellor Yarnna, having been sent
with freight lo the Klashaiiine farm,
came p.lonir and took him in tow, and
broke through the ice till it reached
AlcMullen's place. -It gave up the trip,
returned, and left its freight at Mr.
Hastle's. The mail man succeeded in
breaking the ice till he.reached below
Metz's place; had to leave his boat in
the ice, take his mail on his back and
foot it through the brush, till he
reached the post-office at Olney, for
the night. The next day, January
3d, a party of four men commenced,
and were all day cutting the ice to get
io the place where their freight was
landed, and till 10 o'clock in the even
in" in getting back to the landing on
the Klaskani. And why was all this?
Has it been to gratify-the spleen or
malice of -an individual or a neighbor
hood, or af a whole road district that
fifty, or seventy-five days work, raid
over three thousand dollars should be
expended to make a road and bridge
one mile and one-eight;, 'through' the
farm of Mr. Jacob Kamm, where a
good, passable wagon-Toad and bridge
has been made and freely given to be
used by the public for six years past;
that vhc people of the county should
be taxed to pay costs and damages,
and be closed up by ice twice within
the six years, their mails stopped, and
cut oft' from any correspondence with
the county seat? To gratify the mal-
fice ot a rew at tne inconvenience or
many settlers, and an extensivecouR-
try?
"Now, gentle render, my impression
is, that the records of the county
court of Clatsop county will show that
more money and time has been spent
by order of the court within the past
six years to force a short road across
Klaskanine farm than it would cost to
open a road and build a bridge across
the Walkski creek, tmaking siyfch. road
a good passable wsigon road to the
county seat at all seasons of the year.
There is in this road district No. 1, a
property tax of 17,oo3 00. Mr.
Karnm's farm is taxed' on road, $8,
060 00, which is over one-half of the
property' tax of the- district. He has
not only made good, passable roads
through 1ms farm, "but has urged by
his agent the opening of a road to As
toria, and lias offered to double his
work, and has actually performed
more work to open a road to Astoria
than all other workers in the district.
Most of the road work put upuni pro
posed road to Astoria lias, by some
unheard-of, and perhaps malicious,
manner, been lost to the county, show
ing a decided lack of judgment in the
selection of viewers in the selection
of suitable ground on which to make
a road and the appointment of super
visors, who have refused to call out
and apply work in' that direction.

Boantios of the Bell Punclx.
Chicago Times.
The craze of the country over the
itfoffatt bell punch died out suddenly,
rout in Yirginia, the home of its in
ventor, it continues to punch with care,,
and is adopted as a permanent institu
tion. The returns for the last year'
show that it has registered for the
state treasury a half million of dol
lars less than was hoped, yet many
times more than was realized under the
old license system. The weak spots
in the law are being ascertains!, eva
sions detected, and remedies will be.

Some rears ago Minnesota,
was spiked all over with thousands
of "drive-wells." These wells
were purchased and paid for with

the agents of the patentees sud
denly swooped Gown upon them
with n claim for royalty not
against tl lose who sold, but against

resisted, although the agents

district and circuit courts, and de-
cision in favor of the patentees
was recently rendered'to'the effect
that .the selling of the tubes was
an "infringement of patent. The
patentee is therefore entitled to
royalty on -every one of these
"holes in the ground1' in that state.
There is probably no doubt that
the patentee can legally claim any
amount he may also choose to levy
upon the owners of the wells.

SA gord point about aSvertising,
in general, is that such announcements
never offend. We never dislike that
which appeals to us for our good opin
ion, for the very act seems to say to us
that our iiood -opinion is valued.
