London, Jan. 8. A Lahore corres
pondent of the Telegraph sajs: Gen.
Stewart's occupation of Kamlahar will
mark the conclusion of a definite
period of war. All will now be done
that can possibly be done before win
ter. It is true that entire discretion
is given Gen. Stewart Possibly he
may project the occupation of Ghinsk,
which is an important stragetic point,
but unless something unforeseen oc-
curs, the army of Afghanistan will
furnish no further intelligence of im
portance before the beginning of
March.
London, .Ian. 8. Major Cavagnari
reports rumors that Yacoob Khan is
preparing to follow Shere Ali in his
flight to the Russian frontier. Ghirl
zai chiefs, with the exception of Azma
tulla Khan, all sent friendly mes
sages. St. Petersburg, Jan. 8. The
plague has caused a general panic in
Astrachan and Saratow, A. corres
pondent of the Golos writes that the
plague commenced in villages in the
district of Endaivsk. Precautions
against the disease were at first neg
lected, as it was mistaken for typhus.
When the weather become warmer,
people died like flies, and the dead
lay unburied in the streets. The in
fected district has been surrounded by
troops, and all communication with
Moscow has been stopped. General
anxiety prevails throughout Russia.
It is supposed that deatlis have been
more numerous than stated.
Berlin, Jan. 8. Bismarck appears
to be taking every opportunity for
declaring himself in favor of protec
tion. St, Petersburg, Jan. 8. The
JGiorkoff veterinary school has been
broken up, and the KiefF university
closed, in ponsequence of riotous dem
onstrations on the part of students.
Berlin, Jan, 8. The German press

London, Jan. S. The strike of
colliers has advanced the puice of
cosjs, and the stocks, are getting low.

Calcutta, Jan. 8. A band of
Wazircs, who recently made an inva
sion into British territory, have been
cut off with heavy losses of killed

pass is now quiet.

Mitchell's bill, to aid in opening the
Columbia river to free navigation, ia
accompan'f d with a preamble reciting
in an abe manner the vast extent of
rich country drained by the Colurax.

powers the Oregon Portage railroad
company to construct and equip a
broad gauge railroad around the ob
struction at The Dalles, to be com
pleted within nine months, exclusive
or unavoidable delays in procuring
right of way, etc. , and that the com
pany be required to transport freight
at 1 25 per ton, and passengers at
25 cents each. Every violation of
these maximum rates shall be punish
able by $100 fine, etc. Under com
pliance with, these condition?, the sec
retary of the treasury is to pay to the
company 200,000 dollars, in return for
which all government troops and
mdian and military supplies, shall be
transported free of charge for twenty
years, ihe government have the
right to take possession of the
property upon the failure of the com
pany to county with the conditions of
the bill,
Omaha, Jan. 8. C. Monroe and
John Littlo, suspected of being stage
and train robbers, were arrested at
Koarney to-day at the instigation of
detective Leaoh of the Union Pacific
railroad force, and will be taken to
Pine Bluff where they have been oper
ating. The U. P. are after all these
rogues red hot, and are fast breaking
up gangs, who have had designs an
their trains.

The cold weather of this win
ter has killed all the grasshoppers
of Colorado and Kansas, which de
stroys the hopes of the commis
sioner of agriculture, who had
started a rookery and was contem
plating a special commission to go
west and annihilate the nests of
the pest in its strong hold. No
matter, the money can be spent
in some other way, perhaps.

stated by friends of the late W. S.
Ol'Brien, that the person at Baldwins
hotel,, representing himself ap P. S.
Q'Brienx brother of the deceased, is
just what he represents himself to be.
But it does not necessarily follow that
biacvisit here has. anything to do with
the estate of his deceased brother. In
fact he can do nothing if he would.
Nothing has transpired to show that
he has any such design.
San Francisco, Jan. 8. The trial
of the col3 blooded murderer Troy
Dye, of Sacramento, commenced at
Sacramento yeaterday. Dye's counsel,
before any testimony was taken ad
mitted his clients guilt, but made a
plea that he was of weak mindx and
Had been worked upon by Lawtonx
who is still at large. The tria.1 will
probably be concluded to-day.
Sax Francisco, Jan. 8. J Yos
burg, aged 38, suicided some time
last night at his residence, 102$ Lan
kin street, by shooting himself through
the head. Deceased has been a clerk
in the employ of Deneger & Co.
Cause of suicide, whisky.
Lodi, Jan. 8. George Zeigler, aged
about 12 3Tearcx while attempting to
board an cast bound freight train this
afternoon, was run over and instantly
killed. Five cars passed over his body.
Prescott, Jan. 8. Troubles at
Little Cottonwood have broken out
again. One of the principal witnesses
in the late murder trials has burned
out the other witnesses, and been
compelled to flee from Prescott. The
press of the territory is of opinion
that martial law is very much needed

Virginia, Jan. 8. Private letters
from Belleville, received to-day, state
that Charles E. Boch, secretary cf the
Northern Belle Mining company, shot
and killed Levi Meithly the book
keeper in the office, on the 4th.
Meithly probably knew too much con
cerning the standing of the Northern
Belle, to live.
Virginia, Jan. 8. Robert Moore
was instantly killed at Sierra Nevada
this morning, by a six ton foundation
stone falling upon him. He was
crushed shapeless.

A provision of the new army
bill which will hardly meet public
favor, is that abolishing- ''govern
ment arsenals so far- as they are
manufactories of arms, ammuni
tion and ordnance. 3Jhis involves

at Springfield, where the. best
arms in the world are. constructed..
If the manufacturing of arms and
ammunition is stopped, the govern
ment will have to obtain war ma
terial by contract-a process wljicjh
is sometimes made profitable, to
contractors. The provision should
be looked ia,to to see. if it has any
other purpose than, to serve, pri
vate ends.
Ooean Navigation
Troy Times fetter.
As I have been making a few refer
ences to the past, I tako a brief retro
spect of ocean navigation, During one
of the best seasons for te trans-Atlantic
trade the passages to Liverpool aver
aged 22i days, while the homeward
voyages averaged 33 daya.. At the
time referred to (1840) there were six
teen sailing packets in the above men
tioned service, and, therefore, if they
had a good run two could leave, this
port every week. At present, how
ever, a half dozen steamships per week
is only a moderate sailing list. In
L1839, when steam was. but little known
on the ocean, the los3 of shipping in
clude 442 craft, of wnch 74 were, first
class vessels, and the loss of life wast
537 reported, besides many who, were
unknown, The year previous. the loss
o life was 756. In 1834 the loss of
life, reached 1,256.
