tine authorities will fumigate all ves
sels from south and central American,
and West India ports, to prevent the
introduction of small-pox.
New Yore:, Jan. 8. The Posta
special from Cohoes, N. Y., says the
b Harmony Cotton null, employing
3,500 hands and producing 300,000
yards of cotton goods daily have re
duced their working time to three days
a week, in order to enhance demand
and stiffen prices.
Rochester, N. Y., Jan. C- -A pas
senger train left for the east about
noon to-day which was the iirst con
nection in any direction for three days.
The track is now open at the scene of
Friday's accident, seven miles east of
this xlace.
New York, Jan. 6. Wall street
gossip is to the effect that the Yander
bilts and Garrison are combining to
control roads to St. Louis. The point
of union is the Wabash road, beyond
which Garrison is master of the situa
tion, while Vanderbilt controls the
outlet.
This pool, it is whispered, has se
cured root in the St. Paul and North
western board of directors. The indi
vidual who furnishes the connecting
line of steamers to the project is under
no obligation to carry for one road
exclusively, but may load from Erie
elevators as well.
It is said Jim Keene is about estab
lishing a stable in Chicago.
An association offering new homes
in New Mexioo along lines of railway,
is attracting some attention among
the workmen here. Twenty acre
farms, with cattle and farming imple
ments are sold for twenty dollars.
Cheyenxe, Jan. G. Last night at
Carbon station twent-fivo or thirty
masked men broke open a baggage
car and took out and hung to a tele
graph pole Dutch Charley, who was
en route to .Rawlins for trial, charged
with participation in the widow Field
murder last falL He was a notorious
character and had been identified with
srveral stage robberies in Wyoming.

turn to America is still unfixed, owing
to trouble with her landlord about the
lease of her house, he refusing to
allow her to surrender it, until the ex-
piration of the lease.
German socialist leaders still are
emigrating to America. Eighteen
agitators recently sailed for New York.
Paris, Jan. 5. The senatorial elec
tions which took place to-day resulted
in a great republican triumph. Of
conservative senators whoso terms
have expired only 13. have been re
elected. All retiring republican
senators will be re-elected. The gen
eral result shows the electron of 15
conservatives and G4 republicans
The republican majority in the senate
will be about 57. Several ballots are
necessary In the departments of Hanta,
Garrone and Landers, The result in.
Martinique is not yet known. Among
the newly elected republican senators
are M. M. Fournior, ambassador to
Turkey. Deremuset, Favre and Mas
sygen Faidhemb are among the re
jeotod conservatives.

London, Jan. 7- Dispatches from
Constantinople say Seleiman Pishas
appeal has been rejected. He has
been degraded and exiled far life, aud
now appeals to the Sultan for pardon,
Safoet Pasha, new ambassador at Para,
has asked the Sultan that he be al
lowed to remain in Constantinople
and is authorized to postpone his de
parture. It is possible that another
ambassador will be appointed. It is
stated that the Montenegrin intend to
forcibly enter Podgoritz.
The State line of steamship, State
of Louisiana, from Glasgow for New
York, whioli went ashore December
24th, went to pieces on Saturday.
St. Petersburg, Jan. 6. The
plague which has broken out in Astra
chan it is said was introduced by the
Cossacks returning from Turkey.
Nothing is known hereof any inten
tion to seek Russian protection.
Paris, Jan. G. Admiral Toschand,
re-elected member of the chamber of
deputies, is. dead.
London, Jan. 6. The weather is
again cold. Daily increasing distress
is heard of in every quarter during the
past week. At Manchester Friday
there weae 3,0O applications from
heads of families, representing 13,500
persons, for relief. And on Saturday
there were- 4,000 fresh applicaiipns.
During the current week 1,200 fami
lies have been relieved in Northamp
ton. Considerable increase of distress is
also reported from Sheffield. The
striking employes at all points of the
Midland railway remaiu very firm.
Tho- company is filling their places
where possible. It is currently re
ported that the. djriyers will strike en
masse if incompetent persons are en
gaged,. The Cornish bank at Nottingham
has gone into liquidation,, incident to
tho strikes. Liabilities over 1,000,
000. Some say the bank can pay in
full; but it seems to be in the pres
ent state of affairs impossiblo. It is
believed that the mines of western
Coanwall alone owe 100,Q00, the
calling-in of which would have a dis
astrous effect on the wjy)le of west
Cornwall.
The Chinese Question.

ON ONGOLLAN LMI-

"Washington, Jan. 4. Secretary
Evarts to-day brought the chinese
question, prominently to the atten
tion of the president .acdvother
members of the cabinet, and it was
made a topic for general inter
change of views during the greater
portion of the time occupied by
the meeting.
SECRETARY EVARTS VIEWS.
Secretary Evarts, after referring
to the passage of a resolution by
both houses of congress, seven
months ago, recommending the
executive to. institute diplomatic
negotiations on the subject, ex
plained that action on the part of
the state department had been de
layed to. await tho arrival of the
Chinese embass', "whose coming
was expected last summer, it being
believed that time would be saved
and the results more easily accom
plished by conducting negotiations
with them in person. This was
considered desirable, also, in view
of the fact that Minister Seward
had already been granted leave of
absence from Peking to oome to
Washington
INDIFFERENCE OF THE CHINESE
EMBASSY.
Mr. Evarts next remarked that
after the chinese ministers arrival
it was deemed courteous and prop
er to allow them a little time to
become settled before urging the
business upon thoir attention; but
although they have been informed
of our desire to open negotiations
concerning chinese immigration,
and havehad ample opportunities
to respond to the verbal sugges
tions made to them that our gov
ernment would be pleased to re
oejve some expression of their
views upon the subject, they have
manifested no disposition to dis
cuss it, and he, therefore, thought
the matter should, without further
ceremonious waiting, be explicitlv
brought to their attention by a
formal communication requiring
official consideration, and official
action.
OPINIONS OF THE PRESIDENT AND OTHER
MEMBERS OF THE CABINET.
The President and all other
members of the cabinet present
(Secretary Sherman being the only
one absent) agreed to this view,
and were likewise all in perfect
accord with Mr. Evarts, in holding
that great injury is done to our in
dustrial interests, and great danger
threatened to our coun.try in. many
other ways,, by the unrestricted: im
migration of Chinese-for the pur
poses of gafe. and not to establish
homes and assimilate with our peo
ple, and" our institutions, like other
immigrants; It "was, therefore,
unanimously agreed that some
check ought- to. be imposed upon
this influx, and ascertain whether
the provisions of the Burlingame
treaty stand in the way of congres
sional action on the subject, al
though it was considered by Mr.
Eyarts and others that congress
has constitutional power to over
ride these obstacles.
REMOVAL OF- THE CHINESE- HIGHLY
DESIRABLE.
It was next agreed on ail hands
to be highly desirable to. remove
them, if possible, by diplomatic
negotiations. At aU events, in the
opinion of the President and cabi
net, this course should; be fairly
tried. Secretary Evarts- was there
fore authorized and instructed to
make the effort with the- utmost
possible emphasis. an,d urgency and
at the earliest possible date..
THE EXECUTION WILL SUSTAIN ANY AC
TION OF REPUBLICANS.
In the course of the discussion
some reference was made to the
political aspects of the question,
and it was quite evident that the
administration will privately have
no objection whatever to any ac
tion which the republican members
of; the bouse and senate may take
to secure for the republican party
an access of; political power by
carrying through some measure
that would restrict chinese immi
gration by direot legislative action.

2d, losses $77,000.
Tho number of miles of
railroad constructed in the United
States last year was 2,688, exceed
ing any previous year since 1873.
Minnesota, Iowa, Missouri, Color-:
