F.FERRELL, City 'Sexton. Astoria. Oregon, Sept. 20, 1877. M OTfCE T0m SHIP MASTERS. The undersigned, respectfully desireH to infonu Rasters of vessels entering the port of Astoria tuat there actually exibt such as real live steve dore right here at Astoria, without their being obliged to travel a, hundred miles up the river to find one. and in the end be compelled to tako the man particularly pointed out to them by the fort land ring whether agreeable to the Captain or not, talec him he mubt. 1 remarked they were com pelled to take the man pointed out to them and I repeat it: for, the shipmasters once in the sancto rium of the Portland ring has no choice but pa tiently to submit to the one man concern. It is a well known fact that btevedore wills con stitute one of the principal itembof snips billsin all commercial perts: but under the present sys tematic arrangement of the Portland ring mana gers, the Captains opinion on that subject, there, inever called into question or consulted, every precaution being studiously taken, and every avenue to approach the Captain on that subject by outsiders being zealously guarded by the toters ind wire-pullers of the ringleavesno alternatives. bnt. forth Oaptaiu submissively to accept the conditions held out by them. But I will here take the liberty to state, for the special benefit ot ship Masters, and 1 am able to prove my assertion, that I can save to any ship Captain or owner tue lound uiu of threo hun dred and four dollaisin U. S. gold coin, on every I.IWD tons of wheat or flour that w.iygointo their hhips here at Astoria, and if ship Masters chose to accept my proposition. I'll guarentee the best sat isfaction at figures proportionally nominal com pared to Portland rates. Under the present system of employing steve dores at Portland the Master of a. ship is com pletely at the mercy of thfc consign e agent, or charter-party, who makes it their busiues to point out their man Jack, aud tue Captain in of necessity compelled to accept the conditions neld out by them, the utmost care being taken and tender solicitude exhibited towards the Captain. in order to guard and protect him from all dan ger of atmroach or contact with outside parties, tor fear of opposition, as from an epidemic, he is never for a moment lot sight of oy the totera and button-holers of the ring, from the moment he sets foot on terra finna. uutil ho's got his cear r.nce in his pocket and ou hib way out. But three hundred aud lour dollars on every 1,00(1 tons can be deducted from any ships ex penses in the port of Astoria by my system of btevedoring, which otherwise goe into the capa cious nockets of the so-called Portland boss-ng- gr aud btevedore. But 1 11 here trespass on your patience and venture to remark, ana l u Dack my opinion at any time or place, that neither of the parties, denominating themselves riggers, and ..(in tlim.lvn ntr 3tti ;iicil linsw34 tilts ubilltv" to oven ng a plunger or cut a toot rope, fora royaP yard, tar less rig a smp. l make.mis assertion ue oauselam positive ot what Isay or :ueak. huv- itik been boUi in ports of mo AilanUc states, ou Lha P. tcific coast and for a matter of ten years ou tub Coluiuinarivcr engaged la stevedor ng my fcelf, uuu c ac-iuently am pretty well posted aa to th-s abilities of most men in that uartioular Vranch of uusi.iess around here, having had am ple opportunities to test them all: tae parties re- lerrea 10 uu oe auie 10 cross wj-t;jiii"ii.i;iun with pipe-stems, but ne;r did nor never will Lnow now to cut a set of ringing for, or ng a ship.
