NOTICE TO SHIP MASTERS.
The undersigned respectfully deMres to inform
Slasteis of vefa-cls entering the port of Astoria
that there actually exist such as real hvesteve
tlorn right here at Astoria, without their being
(ibligeu to traei a nunurea innes up iue river iu
lind one. and in tho end be compelled to take the
man particularly pointed out to them by the Port
land rinp whether agreeable to the Captain or not,
taUehim he must. I remarked they were com
pelled to take the man pointed out to them aud I
i epeat it: for, the shipmasters once in the sancto
riaiu ot the Portland rinfr has no choice but pa
tently to submit to the one man concern.
It is a well known fact thatbtevedoro oills con
stitute one of the principal items of ships bills in
all commercial perts: but under the present s
famatic arrangements ot the Portland ring mana
gers, the Captains opinion on that subject, there,
sanevor called into question or contmltod, every
precaution being studmmJy taken, and every
nvetiue to approach the Captain on that bubject
by outsiders being 7ealously guarded by the toter
and wire-pullers of thu ring leaves, no alternatives.
but. for til j Captain submissively to accept the
. -conditions held out by them.
Unt I will here take the liberty to state, for the
vpccial benefit of ship M istere. and 1 am able to
prove my as-ertion. tliatl can save to anynhip
Captaiu or owner the round uui of three hun
dred aud four dollars, in U. S. gold oin. on every
l.WU tons of wheat or lloar that may go into their
Alps here at Astoria, aud if ship Masters chose to
accept my proposition. 111 guarantee the .best sat
scfaction at figures proportionally nominal cont,
jiared to Portland rates.
Under the present system of employing steve
dores at Portland the Master of a ship is com
pletely at the mercy of the consign -e agent or
nhnrtf.r-n.irtv. who make. it their busiue-wt to
fvoint out their man Jack, aud the Captain s of j
recessity compelled to accept the conditions neld
out bv them, tue utmost care neing lasen .fina
tender solicitude exhibited towards the Captain.
n order to guard and protert him from all dan
ger of approach or contact rath outside parties,
lor fear ot opposition, as from an epidemic, he is
nev er for a moment lost sight of by the toters and
button-holers of the ring, from the moment he
uets foot on terra iirma. until he's got his clear.
twee in his pocket and on bi vny out.
But three hundred and four dollars on every
J .0011 tons can be deducted from any ships ex
penses in the port of ABtoria by ray system of
tevedoring, which otherwise goe into thecapa
'taouspockets of the so-called Portland-boss-ng-er
and stevednj-c. -But I'll here trespass on your
patience a.d venture to remark, and l'.U back my
opinion atany time or plac. that neither of the
parties, denominating themselves riggers, and
palm themselves orf as such, possess thb -ability to
even rig a plunger or cut a toot rope Jora royal
t ard, far less ng a ship. I mko this assertion be
, cause I am positive of whatJLay or snenk. hav
ing been both in ports ot the Atlantic states, on
the Pacific coast and for a matter of ten years on
he Columbia river engaged in itredor ng my
telf, and consequently am pretty well posted as to
ihe abilities ox mo-t men in that particular
branch of business arouud here, having had am
ple opportunities to tost them all; tho parties re
itsrred to inuv be able to cross to.p-gallant yards
with pipe-stems, but never did nor never will
luow now to cut act ot ringing for. or ng a ship..
As regards the loading ot ships, 1 can here oaff
)y state, and defy auy one to contradict it. tbx.
after deducting thoi.bor bill from the sU'ii total
.-.gainst, tVory i.OiM tons at Portland rates and

worth or lumber, which may be urou.ht into re
