Astoria, Oregon, Sept. 20. 1877.
UOTWE TO SHIP MASTERS.
mpiTi ii TmnTT -
The undersigned respectfully desires to inform
Mnsters of vessels entering the port of Astoria
that there actually exist such as real live stove
dors riht here at Astoria, without their being
obliged to travel a hundred miles up the river to
find one. and in the end be compelled to take the
man particularly pointed out to them by the Port
land ring whether agreeable to the Captain or not,
take him he must. I remarked they were com
pelled to take the man pointed out to thorn and I
repoat it: for, the shipmasters once in the sancto
liumof tho Portland ring has no choice but pa
tiently to submit to tho one man concern.
It is a well known fact that stevedore bills con
stitute one of the principal items of ships bills in
all commercial perts: but under the present sys
tematic arrangements of the Portland ring mana
gers, the Captains opinion on that subject, there,
id never called into question or consulted, every
precaution being studiously taken, and every
avenue to approach the Captain on that subject
by outsiders being zealouslj guarded by the toters
and wire-pullers of the ring leaves no alternatives,
but, for tho Captam submissively to accept the
conditions held out by them.
But I will here t.ike the liberty to state, for the
special benefit of ship Masters, and 1 am able to
prove my assertion, that I can save to any ship
Captain or owner the round j-uui of three huo
ArtA ami tour dollars in J. is. cold coin, on eery
l.WW tonsoi wheat or Hoar that m.iy go into their
ships here at Astoria, and if ship Masters chose to
accept my proposition. 111 guarentee the best sat
isfaction at figures proportionally nominal com
pared to Portland rates. .
Under thi' present system of employing steve
dores at Portland the Master of a ship is com
pletely at tiie mercy of tho consignee agont or
Charter-party, who makes it their business to
point out their man Jack, and the Captain is of
necessity compelled to accept the conditions Held
out bv them, the utmost care being taken and
tender solicitude exhibited towards the Captain,
in order to guard and protect him from alt dan
ger of approach or contact with outside parties,
tor fear of opposition, as from an epidemic, he is
never for a moment lost sight of by the totors and
button-holers of the ring, from the moment he
sets foot on terra lirma. until he's got his clear
ance in his pocket and on his way out.
But three hunoiod and four dollars on every
1.000 tons can be deducted trom any ships ex
penses in the port of Astoria by my system of
stevedoiing. which otherw ise-oe into the capa
cious pockets of the so-called Portland boss-rig-ger
and stevedore. But I'll here trespass on your
patience a .d venture to remark, and I'll back my
opinion at any time or placs, that neither of the
parties, denominating themselves riggers., and
palm themselves ott as such. po-ess the ability to
even rig a plunger or cut a toot rope for a, royal
yard, far ar& rig a ship. 1 make this assertion be
cause I; ii.u positive ot what I say or speak, hav
ing been fitu in ports of the Atlantic states, on
the Pacific coast and for a mutter of ten years on

terrcd to mav be able to cros top-gallant yards
