Astoria, Oregon, Sept. 20. 1877.
NOTICE TO SHIP MASTERS.
Theundersipned respectfully desires to inform
Masters of vesbelb entering the port of Astoria
that there actually exist such as real live steve
Jors right here at Abtoria. -without their being
obliged to travel a hundred miles up the river to
find one. and in the end be compelled to take the
man particularly pointed out to them by the Port
land ring whether agreeable to the Captain or not,
take him he must. I remarked they were com
Dslled to take the man pointed out to them and I
i epeat it: for, the shipmasters once in the tancto
rium of the Portland ring has no choice but pa
tiently to submit to the one man concern.
It is a well known fact that stevedore trills con
btitute one of the principal items of ships bills in
nil commercial perts: but under the present sys
tematic arrangements of the Portland ring mana
gers, the Captains opinion on that subject, there,
w never called into question or consulted, every
precaution being studiously taken, and every
ttvenue to approach the Captain on that subject
by outsiders being zealously guarded by the toters
and w ire-pullers of tho ring leaves nonlteruatives.
but. for tlia Captain submissively to accept the
oonditions held out by them.
But I will here take the liberty to state, for the
special benefit of ship Masters, and 1 am able to
prove my assertion, that I can save to any ship
Captain or owner the round sum of three hun
dred and four dollars in U. S. gold coin, on every
1.000 tons of w beat or lloar that may go ipto their
t&ips here at Astoria, and if ship Masters chose to
accept my proposition. I'll guarentf e the best sat
isfaction at tigures proportionally nominal com
mirnd to Portland rates.
Under the present sjstem of employing steve-.
qores at 1'ortlana tne Piaster 01 a snip is com
pletely at the mercy of the consignee agent or
charter-party, who makes it their business to
point out their man Jaclcand the Captain is of
necessity compelled to accept the conditions held
out by them, the utmost carc'tieing taken aud
tender solicitude exhibited towards the Captain,
in order to guard and protect, him from all dan
ger of approach or contact with outside parties,
for fear of opposition, as from an epidemic, be is
uuier for a moment lost sight of by the toters and
button-holers of the ring, from the moment he
sets foot on terra tirma. until he's got his clear
ance in his pocket and,on his way out.
Buf threw hundred and four dollars on every

penses in the port of Astoria by my sjstem of
wtevedonng. which otherwise goes into the capa
cious pockets of the so-called Portland boss-rig-ger
and stev edore. Hut I'll here trespass on your
patience and venture to remark, and I'll back my
opinion at any time or place, that neither of the
parties- demonstrating themselves riggers, and
palm tSmiselves off as such, possess thb ability to
oven rig plunger or cut a toot rope" for a royal

know ikjw to cut a set of rigging for, or rig a slim.
As re&ards the loading or ships, 1 can here safe
