F. FERRELL, City Sexton. Astoria. Oregon, Sept. 20, 1877. NOTICE TO SHIP MASTERS. The undersicnt-d respectfully desires toinform Masters of vessel, entering the port of Asaorin that there actually exist buch as real livostoe dors right here at Astoria, without their being obliged to trael-a hundred miles up the river to find one. and in the end be compelled to take the roan particularly pointed out to them by the Port land ring whether agreeable to the Captain or not, take hira he mubt. I remarked they were com pelled to take the man pointed out to them and I ropeat it: for, the shipmasters once in the bancto rcum of the Portland ring has no choice but pa- tiently to submit to the one man concern. It is a well known fact that stevedore uillB con stitute one of tho principal items of ships bills in all commercial perts: but under tho present sys tematic arrangements of the Portland ring mana gers, the Captains opinion on that subject, there, tw never called into Question or consulted, every precaution being studiously taken, and every avenue to approach the Captain on that subject by outsiders being zealously guarded by tho toters nad wire-jmllersof the img leaves no alternatives, liut, for thj Captain submissively to accept the conditions held out by them. But I will here take the liberty to state, for the special benefit of shin Masters, and I am able to prove my assertion, that I can sae to any ship "Captain or owner the round sum of three hun dred and four dollars in U. S. gold coin, on every l.UlW tons of wheat or flour that may go into their nhips hero at Astoria, and if ship Masters chose to iccept my proposition. I'll guarentw the best sat isfaction at hgures proportionally nominal com pared to Portland rates. . Under the present syhtem of employing steve dores at Portland the Master of a ship is com pletely at the mercy of the consignee agent or -charter-party, who mnkoa it their business, to luinf.Aiit.thiiiriiuii .lack, and the Cantain is of -necessity compelled to accept tho conditions Held. out by tliem, tne utmost care oeing wnen ana. tender solicitude exhibited towards the Captain. ,n nrrfnr to iruard and nrotect him from all dan ger of approach or contact with outside parties,. TOT tear OI opposition, MB irum uucjnumun,, uu id aever for moment lost sight of by the toters and button-holers of the ring, trom the moment he -t-tjtsfoot on terra iirma. until he's got his clear ance in his pocket and on his way out. But three hundred and tour dollars on every I.OM tons can be deducted from any ships ex--nenses in the port of Autoria by my system of Stevedoring, which otherwise goes into the capa o:ous pockets of the so-called Portland boss-ng-er and stevedore. But I'll here trespass on your patience and venture to remark, and III back my opinion at any time or place, that neither of tho -parties, demonotrating themselves riggers, and palm themselves olt as sucti. possess thb ability to eren rig a plunger or cut a toot rope for a royal vard, fur less rig a ship. 1 make this assertion be cjiuselaui positive ot what tsay or speak, hav ing been both in ports of the Atlantic states, on tho Pacific coast and for a matter ot ten years on tae Columbia river engaged in sN-vedor ng my self, and consequently am pretty well posted as to the abilities ot most men in that particular branch ot business arouud here, having had .am ple opportunities to test them all; the parties rc icrred to may bo able to cross top-gallant yarda with pipe-ateins, but never did nor never wdl know now to cut a set of rigging for. or rig a ship. As regards the 1 jading ot ships. I can here sat ly state, and. uefy any one to contradict it, that alter deducting the labor .bill Iroin the sum total against every i.M twis at Portland rates and .-hargBJ: three hundred-acd four dollars nasa in to the hand of the bosviigger and st-vedore us a consideration for the use ot ms sehuU.Xea.dollars worth ot lumber, which may be brought into re quisition for fifty ships without deteriorating a particle of their original value. Three .hundred ud tour dollars tor every twenty hours werj: or ue ot their scnuts to slide so.ae sacks, on. is pretty good ;neret on ten dollars ot capital m-v.-stcd. why. it knocks spots olf all your oouanza mines ana stockbroKing speculations in America.
