RJOTICE TO SHIP MASTERS.
" iiwiMif iniiri i 1
The underaijjntd respectfully desires to inform
Mastcrb of vessels entering the port of Abioria
tiixi there actual's exibt such astral lire steve
dors right here at Astoria, without their being
obliged to travel a hundred miles up tho river to
dad one. and in the end be compelled to take the
wiTn particularly pointed out to them by the Port
land ring whethor agreeable to the Captain or not,
-takehhn be uiu. I remarked they were coin
.poTled to take the man pointed out to them and I
repeat it: for, the shipmasters once in the sancto
riuiu of the Portland ring has no choice hut pa
tiently to bubmit to the one man concern.
It is a well known fact that stevedore bills con
stitute one of tho principal items ot ships bills in
all commercial ports; but under the present sys
tematic arrangements ot the Portland ring mana
gers, the Captains opinion on that subject, there.
rj never called into question or consulted, every
precaution being studiously taken, and every
avenue to approach the Captain on that subject
Ty outsiders being zealously guarded by the toters
and wire-pullers of th ring leaves uo alternatives,
but, for thd Captain submissively to accept the
conditions ueia out oy taem.
But I will here take the liberty to state, for the
special benefit of ship Matters, and 1 am able to
1rove my assertion, tuat 1 can save to any ship
Captain or owner the round sum of three hun
dred and four dollars in U.'fcj. gold coin, on every
1.0UJ tousof wheat or Hour that may go into their
x'aipa here at Astoria, and it ship Masters chose to
accept my proposition, I'll guarantee the best sat
isfaction at figures proportionally nominal com
pared to Portland rates.
Under tho present system of employing steve
dores at Portland the Master of a ship is com
pletely at the mercy ot the conxiguee agent oc
-charter-party, nho makes it their buslnes to
point out their man Jack, and the Captain is of
tiecessiiy compelled to accept the conditions Held
out by them, tho utmost care being taken and
tender solicitude exhibited towards the Captain,
in order to guard and protect him from all dan
ger of approach or contact with outside parties,
tor fear of opposition, as from an epidemic, he is
never for a moment loit sight of by the toters and
button-holers of the ring, from the moment he
ets loot on terra rinna. until he's got his clear
ance in his pocket and on his way out.
llut three hundred and lour dollars on every
1.0UU tons can be deducted troin any ships ex
Vtnaes in tho port of Astoria by my ?stem of
btevedoring. which otherwise goe mto ttiocapa
icious pockets of the so-called Portland boss-ng-er
and stevedore. But I'll here trespass on your
patience and venture to remark, and I'll back my
opinion at any time or place, that neither of the
parties, demonstrating themselves riggers, and
falm themselves oh us ucn. possess tht ability to
oven rig a jilunger or cut a toot rope for a royal
ard, lar le&o rig a ship. I make this assertion be
cause Iain positive ot what I say or speak, hav
ing been botn iu ports or tho Atlantic states, on
the Pacinc coast and tor a matter of tou years on
the Columbia river engaged in stevedor ng my
jself , and consequently am pretty well posted as to
the abilities ot most men in that particular
branch of businessarouud here, having had am
ple opportunities to test them all; tne parties re
lerred to niav bo able to cross top-gallant yards
with pipe-stems, but never aid nor never wilt
know uow to cut aet ot rigging for. or rig a ship.
As regards tho loading ot snips, I can here tatt
1y state, and defy any one to contradict it, that
after deducting the labor bill from the sum total
against every i,Ma) tons at Portland rates and
cnarces: three hundred and tour dollars pass in
to the hand of the oosa-rigger and st-vedore as a J
consideration tor the use ot uis schuts, ten dollars
orth ot lumber, whiou may be brought- into re
quisition for htty ships without deteriorating.
particle of their original value. Three huuutcd.
and four dollars for every twenty nours work or.
use ot their schuts to slide some sacks on. is
pretty.good interest on ten dollars of capital in
