Cuban Aflairs.
The announcement yesterday to the
- effect that the president of the Cuban
republic had been captured by the
-Spanish forces, is but another instance
-of the history of the past nine years
campaign against the ever faithful lit
Hq island repeating itself. It reminds
ns of the speech of Gen. Salamanca
in the Cortes early in August last,
"where he created something of an up
roar when he brought forth and un
rolled the long array of crimes and er
' rors which make up the attempt to
-crush the revolution in Cuba. During
nine years that attempt has weakened
the resources and exhausted the
strength of the Spanish nation, and
during the whole of that period there
lias been no time when the lying bul
letins of the butchers who succeeded
each other as Captain-General did not
announce the close of the insurrec
tion as near at hand. To lie about
Cuba has been a point of honor, and
-each request for fresh troops and
fresh advances of money has been
based on the direct and positive asser
tion that they would amply suffice for
the pacification of Cuba. And it was
:not until a fortnight ago that a man
was found bold enough and patriotic
-enough to rise up in his seat m the
'Corte3 and show how much blood and
treasure Spain has spent, how much
mismanagement has marked the con
duct of the war, and what base and
corrupt interests lay behind the whole
cad stoiy.
The policy of repression which
"fpam has maintained during its whole
existence, both in matters political
and m matters religious, has been a
costly policy to the nation, which now
iinds itself last among the nations of
Europe, where it was once first. A
nation which does nut know how to
tolerate freedom of opinion and free-
' doni of discussion injures itself more
'than any enemy "could do, and thehis
' tory of Sjjain's downfall might never
have been written if her people had
tbeen allowed to know the truth con
cerning public affairs. A strong illus
tration of this was shown in the re-
' jnarkable debate in the Cortes on the
Cuban question above referred to, -and
it seemed that the Spanish govem-
"inent and the Spanish people -tiken
".heard, for the first time, the truth
with regard to the waste, the loss, the
.Corruption, mismanagement and fail-
ure that have attended the attempt to
conquer Cuba.
Since October, 1S68, Spain has sent
"rfco Cuba 204,875 soldiers, not counting
-the-officers. andhas juhtsent out 150,000
"more. Had such an army been set in
-tKe field all together, the enslavement
- ;of Cuba might have been accomplished;
but the armies were sent over piece-
-"jaeal, to die in the hospitals and to be
wasted in guerrilla warfare, and while'
"'Cuba has been ruined, she has not yet
' been subjected. Her plantations ha?e
vbeen devastated, her fabulous resotir-
' roes have been destroyed, her sons have
.' --been put in prison or killed, to save
"xfche -expense of keeping them as pris-
Aaaets, her credit is abused, her mer
chants are plundered by tax levies
4hat .amount to confiscation, and all is
ruin. -and desolation in -the garden
-'island of ike earth; but still the spirit
'-of freedem defied Spanish oppression,
rand still fresh levies are needed to
tiarry .on the strangle which disgraces
modern civilization.
' "We do not say that Cuba can not be
f conquered. In fact, the eloquent
"" ''Deputy who exposed the blunders and
: falsehoods of the Spanish chiefs showed
thatiif a better pkn were followed, if
honesty were enforced and wisdom
iheeded, the struggle could easily be
4 ''brought to an end. The struggle is
'too uneven, and Cuba has been pro-
tectod less by her own divided strength
' -than by the miserable imbecility of her
" rulers.
Oregon has every advantage enjoyed in
civilize countries. Liberal laws. Good
chooN. Moderutc taxes. Only nominal
State debt.

prospects of catching the leaders.
Byron It. Robb, of Cincinnati,
was indeicted, on the 23d, by the grand
jury for using the mails to carry on
fradulent schemes. Robb isinanag er
of the United States secret service
company, Monitor manufacturing com
pany and Queen City glass and lamp
company.
According to news from the best
source at Constantinople the grand vi
zier cannot agree with Mamoud Da
mad Pasha on the questions of an ar
mistice. The Damad has urged an
armistice with all his influence. The
grand vizier recently tendered his res
ignation, but afterwards withdrew it.
The San Francisco Chronicle of
the 21st saj-s: "San Erancisco is in
debted to Al. Zieber, of Portland,
Oregon, for a valuable acquisition to
the attractions of our park, in the shape
of a line bevy of Oregon valley quail,
which have just been placed with the
superintendent, Mr. Pritchard, to be
turned loose as soon as they become
accustomed to the place. This is an
extremely beautiful bird, much larger
than our native variety, and it is to be
hoped the experiment of introducing
them here may prove a success."
The Inter Ocean says it is pain
fully apparent that the president's
nominations are not received with
great cordiality by the senate, and
there is a growing doubt of confirma
tion of many of the most important of
them. This is especially the case with
those which have been referred to the
judiciary committee, whose members
are generally opposed or indifferent
to the xresident. Every nomination
of democrats will, it is safe to say, he
sent back to him. Members say in
defense of refusal to confirm them
that southern negroes and republicans
have lost every means of defense and
protection except federal courts and
they intend to insist that officers to
those courts be men whose loyalty to
the cause of human freedom cannot be
questioned. The names of a number
of such bad appointments in the south
are at hand. Members of the cabinet
say the reason the president did not
advise with members of the senate on
appointments was that senators were
absent.
Apples and peaches, melons and
beef, pork and potatoes, and sundry
other of the products of American soil
are finding their way in vast quantities
to Europe, and the demand for them
is much greater than the supply.
American tomatoes sell from 30 to CO ;
cents per dozen in London, American
salmon are high in favor with John
Bull and his big family.
Resumption.
From the San Francisco Morning CalL
Greenbacks are now at a discount of
less than three per cent, and are rap
idly improving. They have gained
steadily on gold during last year, and
the same influences are at work to
keep them on the upward path. Yet
with this practical progress toward re
sumption, a certain class of New York
and Boston papers are constantly talk
ing about resumption, as if it were a
kind of independent legislative move
ment, bearing no relation to the laws
of trade. "When the greenbacks ad
vance to par, practical resumption will
have taken place, whether the gov
ernment announces its readiness to
call in the whole volume of currency
and pay coin for it or not. There is
no present necessity to accumulate a
large amount of gold in he treasury
to resume with as there will be very
little call for gold if currency is per
mitted to rise quietly to v. gold b;isis.
The appreciation of currency cannot be
attributed to any considerable degree
to the anticipation on the part of the
business public that resumption will
take place in 1879, as there is very
little hope that resumption would take
place that year unless it approximates
very closely Lefore this date comes.
Tf there should be any considerable
difference between gold and currency
on the first .of January, 1879, govern
ment will fee unable io redeem in gold.
It cannot possibly feoar-d a sum equal
to the volume of greenbacks, and if
the latter are at a discount, every hol
der of a note will deazaand gold. If
greenbacks drift up to gold, so as to be
interchangeable with it, very little
gold will bo wanted. Instead of tak
ing aneasures to -accumulate gold, the
governinentshould shape-legislation so
as to cause the steady ppreciati6n of
currency.
