The president has pardoned a
number of persons convicted of vio
lating revenue laws, tampering with
mails, etc.
A pumpkin that measures over
six feet in circumference and weighs
above 200 pounds, is still growing on
a farm in California.
Over half a million people died up
to the end of July in southern India,
and more people were found dead in
Madras in one morning than had died
in the whole of the Bengal famine.
The secretary of war has address
ed a letter to General Schofield, com
manding at AVest Point, heartily ap
proving his order which provides for
summary and severe punishment for
hazing cadets.
The army worm is devastating
cotton in counties adjacent to Mem
phis, Tenn. Many planters state
that their fields look as if fire had
swept through them. It is believed
that serious damage will result to the
crops in that district.
The Ohio campaign progresses
without any very decided rush of "tal
ent to the head on either side. There
have not been half a dozen respectable
speeches made on both sides. Indeed
with the exception of the address of
Secretary Sherman, we have failed to
see anything that was profitable for
doctrine or reproof.
The race between republicanism
and democracy in Maine was an un
commonly lively one, and good time
was made by both parties. If the
same rate of decrease is kept up, the
republican party will be totally wiped
out in about three years and a half,
while the democratic party will last
perhaps four years. If an election
should come off in the intervening six
months, Maine would go democratic.
Dr. John W. Foye, resident phy
sician at the smallpox hospital, San
Francisco, reports to the supervisors
on the workings of that institution
during the past year: Whole number
of patients treated, 875; number of
deaths, 2lb. Of the 875 cases, 403
were natives of the United States, in
cluding 153 of California, and 472
were of foreign birth. Of the 245
deaths, 119 were natives of the United
States, including 47 born in California
and 120 were foreign born.
We understand that in Germany
the government will not issue a patent
for any preparation of food, nor a copy
right for any school book. There is
a great deal of wisdom in these chai
acteristic exceptions, and they might
very well be adopted in this country.
The compiling of school books is al
most entirely a mechanical task, but
it is misrepresented by the publishers
as a tremendous item m the cost of
their school books, and the public are
made to pay for it. A government
concession which is abused in this way
should be withdrawn.
The war spirit is represented to
be at a fever heat in Russia. The re
verses of the army in Armenia and the
defeat at Plevna have both humiliated
and angered the people, who demand
a more vigorous prosecution of the
war, and scout at the proposition of
peace so long as it is within the power
of the government to put a squadron
in the field. It is asserted by the
correspondent of an eastern paper
writing from M oscow, that if the em
peror consented to a peace at this
time, he would only enter that city at
the point of the bayonet. To talk of
intervention while this feeling exists,
is a mere waste of words.
Chinese Labor,
Some persons, no doubt, honestly
believe that Oregon cannot prosper
-without Chinese labor, and that the
more of it we have, the better we shall
be off. Was there ever a greater mis
Take ? We begin to fall behind with
ten thousand Chinese in the state.
Does any man who seriously consid
ers the subject believe that business
would improve if we could have three
or four thousand more of these people
thrown in upon us ? If we had white
people instead of the ten thousand
Chinese now in the state, business
would speedily improve. Our mark
ets for every commodity would be en
larged. We should do our own work;
hence the money which now goes to
China by every steamer would remain
to quicken trade in Oregon. Every
thoughtful person agrees that we have
as many Chinese in the state as is
good for us at present.
Sinecure Positions in the Boys'
Hi?h School.
From the S. F. Bulletin.
There is a belief that the present
Board of Education has made several
sinecure for men whose abilities do
not commend them for active work as
teachers. Eor some time it was the
gossip among teachers that Mr. Bissell
of the Boys' High School had nothing
to do, and was regularly receiving a
comfortably salary from the depart
ment. An examination of the reports
on file in the office of the Secretary of
the Board shows three teachers of the
Boys' High School have no classes as
signed to them, but Superintendent
Bolander says it is a common thing for
teachers to be so recorded in the re
ports that many of the hardest worked
tutors have no regular classes of their
own. Mr. Bissell is one of those
teachers without assignment in regard
and in response to an inquiry as to
what service he rendered, the Super
intendent replied that he was teaching
a class in Mathematics, and correcting
French papers. During a visit subse
quently paid to the Boys' High School,
the name of Mr. Bissell as the teacher
of Mathematics was incidentally men
tioned in a conversation with the Prin
cipal, when the latter replied that Mr.
Bissell was not teaching Mathematics
this term, but put in his time correct
ing French papers and assisting other
teachers in various ways.
A few weeks ago the Board intro
duced the study of mechanical draw
ing in the Boys' High School, and
elected a teacher to take charge of
that particular branch of education.
Some of the students do not care to
study mechanical drawing, and their
parents are not anxious to bear the
expense of purchasing drawing paper
and instruments. The rule is that the
study shall be compulsory, and pupils
so understand it. If it were not man
datory the duties of the mechanical
drawing teacher would be exceedingly
light. Some parents of humble cir
cumstances have revolted, owing to
the excessive expense in the furnish
ing of materials, and have positively
refused to purchase them. It is un
derstood that only a particular make
of instruments are acceptable to the
Principals, and these cost 12 per set.
The military drill recently intro
duced has already proved a failure.
The novelty of the thing is wearing
out, and boys find romping more ac
ceptable as a means of recreation and
exercise than the restraint of half mili
tary discipline. The story about the
caps which was so indignantly denied,
evidently had more truth in it than
was agreeable to the drill instructor.
At least twenty-five or thirty boys at
the High School wear military caps,
and some of them come so near to a
display of uniform chat they might be
taken for cadets.
Eighteen thousand persons emigrated
in 1876 from the Eastern and Western
States to Oregon.
The atmosphere of Oregon is pure and
cheerful, warm and balmy; life is longer,
health is better and more enjoyable, when
the ordinary laws of such are attended to.
