The Decay of the Platjorm.
Platforms for a great liiany yeafe
Jiave played quite a prominent part
in politics. In the early 'days of the
Republic the issues were principally
on men. Statesmen constructed
their own platforms by their public
services. Hiere was a chance, there
fore, for a public man to advance
himself by his ability and devotion
to the general interests, without the
intervention of the iwliticians. They
looked up to him for light and guid
ance rather than laid down the law
for him. His success was in propor
tion to the wisdom of -his course and
the soundness of his -opinions. -But
' when public questions began to grow
-more complicated and statesmen got
confused over them, the platform was
introduced for the purpose of defin
ing more clearly 4he object of party
organization. They were regarded
-as sacred and solemn pledges to a
particular line' of action, which were,
in the event of 'success, to be religious- j
ly earned out. There are irot many
instances in the early days ef a party
going back on its platform rcr openly
repudiating it.
But the politicians soon seized upon
this contrivance and turned it to their
own advantage. Th e platform' placed
it -in their pofctfr-not only to lay down
the programme of the party but 'to
manufacture as it were its statesmen.
The election of Franklin Pierce es-!
tablished the tact that any man whom
the politicians set upon an accepted
platform could be elected to the Presi
dency, though it must be admitted
' that the nominee in question made a
"very g6od Executive. This was the
iime when we were told that what the
people were to struggle for was "prin
ciples and not men." The effect was
of course to destroy individual charac
ter. Hence-forward the successful
statesman was not he who had iv5iiiot subscribers to the paper, should
"fame by his talents or his services, but I

who kept as shady as possible, mam- J

politicians. The principles and the

warm in their seats in Congress before
theypassed -a-bill to Mate the cur-
rency, and tlrlreby cast behind them
all the promises which they had made
in the preceeding campaign. In this
they were aided and abetted by the
Democratic minority, whose professed
creed was likewise hard money. And
they would have been sficJocssful in
this repudiation rf their principles, but
General Grabt 'bctliought him of the
platform upon wich he was elected,
and vetoea tlie bill. J
From those days the platform pro-'

fessed political stripe but, in different
States. The San Francisco Bulletin
referring to' the platforms given by
parties in California, says, "no one
believesMn'them any more. " They- are
nbt regdrdfed in any other light now
but Oheap John tricks, and the old
rule that the man shall be the plat
form is again coming into vogue,
There' is no doubt that it is the wiser
and safer j)ractice of the two. It
will strip the politicians of a great part
i of the vast influence which they have
heretofore been using. They will no
longer have it in their power to make
and ordain statesmen. On the con
trary the statesmen will have to
make themselves' in the ol& fashioned
way. No doubt there will always be
a necessity for a general statement of
the obje'ets which a political party has
in viewbut it will be regulated to the
subordinate position to which it princi
pally belongs. The pla&brm in which
there can be no deception is the life of
the candidate the opinions which he
has announced? and for which he- has
combatted; the light which he &has
thrown upon' intricate questions:7 the
services whicli he has performed 'and
tlttj sacrifices which he has under
gone. The days of mere political
kite-flying are passed never to return,
except under circumstances wliich
would warrant apprehensions of more
serious cllanjjes in our form of uovern-
nient than any one 'flow dream of.
