Social Wounds,
The proportion to which the tramp
nuisance has reched at the East are
fully established by the rigorous regu
lations -which several of the States have
been forced to resort to for its suppres
sion. But little thought appears to
have been devoted to a consideration
of the causes which produced this cu
rious and unfortunate condition of af-

visible that there were an extraordi
nary number of persons prowling about
from farm-house to farm-house, beg
irinjr for food or shelter. Then as this
vagabond kind of life acted upon them
they began to take on more and more
the character of marauders. A com
mon form of daily news is the robbing
in open daylight of 'outlying settle
ments by these persons, and sometimes
even murder is added to the list of
crimes.
The remedy that has mostly gener
ally been adopted is to arrest these in
cipient brigands wherever found, and
march' them out of the district, or set
them to work. Probably there was
no other method of proceeding in pres
ence of such a disorganization. But we
ought' to probe more deeply. The
tramps'have not come on the scene be
cause a large number of persons have
suddenly become idle and indisposed
to work for a living. The tramp is
one of the symptoms of the paralysis
which has fallen on the country by
reason of the over-taxation and mis
management to which it has been
subjected. He is the first fruits of a
social disintegration produced by
these causes. Further, he is frequent
ly the precursor of revolution.
The following were some of the
scenes which ushered in the great
French explosion of the last century.
"The Vagabonds about the country,"
says a French writer of that day, "are
a terrible pest ; they are like an
enemy's force which distributed over
the territory, obtains a living as it
pleases, levying veritable contribu
tions. They are constantly roving
around the country, examining the -ip-proaches
to houses, and informing
themselves about their inmates and of
their hibits. Woe to those supposed
to have money! -what numbers of j
highway robberies and burglaries !

ers and widows, tormented to discover

mono and afterward killed! This
was the French tramp who preceeded
the red cap and the rights of until.
But it reads very like a piece of news
from Ohio or Indiana, of the present
day. It discloses precisely the same
features in the actors.
Of course no such ulterior conse
quences as these are to be expected in
this country, for the reason that we
know what is wrong and are trying: to
reined it. Long before the tramp
can develop into the brigands, we hope

rich soil it is, are 'too lazy to cultivate
it. They just raise, produce enough
to keep them alive till the next season.
The population is less by two hundred
than it was a year ago. People gen
erally do not make up their beds for
weeks, but roll into them where their
bodies fit like a new glove; conse
quently they lie in the same position
night after night, and, indeed they
couldn't roll or change position if they
would. Gnme and fish are abundant
in and around Olympia, and at Port
jIadison a few days since, the fisher
men caught in a seine, and in one
haul, 1,500 jiounds of fish nearly all
herring. It seems almost incredible,
though it is "positively true. Herring
are so plentiful in some of the bays
in the sound that the Indians with, a

their canoes. What few potatoes are
raised here are of tlie finest quality,
and being scarce just now are selling
for three dollars per busheL"

At a Special meeting of the Colum
bia River Eishennens Beneficial Aid
Society, the following regulations for
the government of all concerned
were adopted. TlTat the following
drifts and tow heads be established i
for the fishing season of 1S7G. '
First Drift.. From Woody Island
to brown's point.
Second Drift. From Brown's Point
inside of Snag Island to the 12th red
buoy.
Third Drift. From the loth buoy
to Tongue Point.
Fourth Drift. From Tongue Point
to a point a little west of Booth's
Cannery, at a place to be designated
by a spile or some permanent mark.
Fifth Drift. From the termina
tion of the 4th drift to Smith's Point.
Sixth Drift. From Smith's Point
to the Pacific Ocean.
Seventh Drift. From the red buoy
in the Prairie channel to Tongue
Point up or down.
Eighth Drift. The big snag in
Chinook shoot will be considered a
tow head.
