The Civil War in Turkey.
Speaking of the civil war in Turkey,
the revival of the Crusades, an ex
change says: The -event, as might
naturally "be expected, has crea
ted the most intense excite
ment in Christendom. But it is
not Richard Coeur de Lion who is
buckling on Ms armor "now, to
seek redress from the Saracen; nor
Godfrey of Bouillon; nor mail-clad
men at all. "What we read is this:
The German corvette Medusa has been
ordered to leave Messina at once for
Salonica; Russian and Austrian men-of-war
have been ordered to Salonica;
the British Consul has ordered a man-of-war
from the Piroeus to come to
Salonica; French iron clad frigates and
dispatch vessels have sailed for Salon
ica; the Italian Government has or
dered two men-of-war to go to Salon
ica at once. "What is to come of the
new crusade is, not very apparent at
this moment. If the destruction of
Salonica would appease the wrath of
Christendom, the fleet of which we
have here a more or less distinct out
line, would be quite sufficient for the
purpose.
But there is talk of European con
ference to take the Sick Man in hands
and either dispatch him tr set him oh
his legs so that he may be able to
maintain order in his Dominions, and
what is probably of more importance,
pay his debts, about which he has re
cently been shockingly remiss. If the
shadow of the Northern Colossus did
not fall ominously in the background,
there is not much doubt but that short
work would now be made of him.
But Europe has not made up its mind
whether it prefers the Tartar to the
Turk. There is not much fear of the
latter except as to the imisanco wliich
he creates. Since the expulsion of
the Moors from Spain the Crescent
has had no terrors for Christendom.
That northern Bear, with phenomenal
digestive powers, is a present source
of uneasiness. There will, therefore,
most likely be satisfaction exacted for
the outrages under consideration, but
no ulterior measures. The new cru
sade may come to an end as spedily as
it was inaugurated.
THE HAYTIAN REVOLUTION.
Briof History of the Uveitis which Have
.lust Culminated in the Death of Presi
dent I)omiii"uc.
Prom the New York Herald.
General Michel Domingue, "vvlio suc
ceeded Nissajo Saget, was inaugarted
President of tlie Republic of Hayti on
the 14th of June, 1874, and appointed
"the following Provisional" Cabinet :
Mons. Excellent, Foreign Relations;
General Ileurtelon, Interior; General
Faure, War and Navy, and Mr. Poco,
Justice. The President promised re
form and liberty, but his promises
were not fulfilled. In is ovember fol
lowing it was found that stupendous
frauds existed in the Customs-house,
and that the place was only a nest of
robbers. The matter was allowed to
go almost unheeded. In February,
1875, a treaty of amity and commence
Awas agreed upon between Hayti and
its neighbor, San Domingo.
On the 1st of May, 1875, a revolu
tion broke out in Port-au-Prince on
the event of the great agricultural fete
of that day, and in which the revolu
tionists Gens. Price and Monplaisir
Pierre were killed. Gen. Biron Canal
the coming President, took a prom
inent part in the uprising, and showed
great braveiy,he subsequently escaped
by taking refuge at the country resi
dence of the American Minister E. D.
Bassit. Subsequently an amnesty was
granted to all save General Canal.
About forty people were killed in the
uprising. After it took place wide
spread discontent against the Govern
ment of Domingue existed, without
cessation.
Up to September last the American
Minister had not surrendered Canal,
and serious complication was threaten
ed with this government. Canal had
been sentenced to death on the 6th of
of July by court-martial, iu the f ollow
ing terms: "Taking all facts into con-
sideration, this court-martial, after
due deliberation, has unanimously
united in the following sentence: Gen.
Biron Canal, general of division of the
armies of the republic, CoL Canal,
known as Petit Canal, Colonel Calico
Carrie and Colonel Fleurian, are all
sentenced to the penality of death with
military degradation, and to pay the
sum of $20,000 to the widows and
orphans of those they have killed. All
officers of the republic are instructed
to co-operate in the carrying out of
the same. In faith of which the pre
sent is signed by the President, Vice
President and Judges."
On the 27th of September, 1875, an
arrangement was arrived at between
the Haytien minister, Mr. Preston,
and Secretary of State Fish, at "Wash
ington, that Canal should be surren
dered by the American Minister, and
exiled from Hayti, never to return
again, except by permission of the
Government. "United States man-of-war
Powhattan, which was under sail
ing orders to leave New York for Port-au-Prince,
in case of national convpli
cations, was ordered to proceed to
Norfork.
In January four ton-barreled Gat
ling guns and 2,000 repeating rifles
were sent to Hayti for the. Govern
ment to repress any further attempted
revolution.
Meanwhile O vide Canneau, the agent
of the exiled General Canal, who was
then living at Kingston, Jamaica, with
a number of revolutionary friends, was
purchasing arms in New York for the
contemplated revolutions.
About this time Domingue received
by the steamer Chorrucca a number of
horses from the Spanish Government,
the dccoratcur of Isabel La Catollen,
and numerous other offerings, for pay
ment of which he promised to banish
all Cuban refugees out of the country.
This made Domingue more unpopular
then before. Foreign merchants were
taxed Sl,200 yearly, and each of their
clerks 8300, and the said merchants
were prohibited from selling less then
$500 worth of goods, and the cofiee
was taxed $1 80 per 100 pounds, which
effectually killed the trade. In Feb
uary, an iron "Pantheon," dedicated
to the great men of Hayti, was ship
ped from this city, at the cost of $70,-
000 but not paid for, likewise a statue
of Vice President Septimus Rameau,
now dead (the President's nephew),
and an iron house for him. A bronze
equestrian statue of Domingue, the
fugitive President, is now in New
York awaiting shipment and payment.
An order to close the foregin club at
Port-au-Prince was also issued, but
the American Minister, who is its Pres
dent, refused to obey the order.
On the 7th instant General Biron
Canal and others landed at Jacmel,
where they were welcomed br the Gen
eral commanding the city (Taut), who
issued a pronunciamiento. Since then,
in spite of being blockaded by two
vessels of the Haytians, thejr have
steadily gained headway, owing to
Domingue's unpopularity. On the 8th
ult.. Gen. Canal left for Cape Hayti.
The country rose to welcome him, as
likewise did those of St. Marc, as the
"Savior of the Country." St. Marc
is only GO miles from Port-au-Prince.
