Speech of Hon. Lafayette Lane.
We are in receipt of a copy of the
Speech of Hon. Lafayette Lane in the
House of Representatives on the 19th
nit., on the subject of the transfer of
the Indian Bureau to the War Depart
ment. We append a few extracts
worthy of thought, regretting that
fipace forbids the publication of the
entire speech:
"But it is urged that officers of the
Army by "training, education, taste
and life long habits are unfitted to en
ter heartily into the work of civiliza
tion by a personal interest in and su
pervision of the labors of teachers,
missionaries, farmers and mechanics. "
Now what is their training? It is obe
dience to the orders of a superior,
which in this instance, if this bill pre
vails, would result in compliance with
instructions from the Department
relative to their conduct toward the
Indian. And their education? It is
usually of a high order; they not
only excel in mathematics, but are
proficient in other branches of study,
in history, the polite languages, and
are by no means unfamiliar with the
prominent principals of the civil and
moral law. Are they not Christian
gentlemen? That is a delicate ques
tion, which I will not presume to dis
cuss. However it maybe with others,
I cannot feel myself sufficiently right
eous to dwell upon it. Those whose
religious status is better assured may
experience greater serenity and enjoy
greater liberty. They doubtless
know better the character of the struc
ture in which they live.
"How have the mighty fallen when
the officers of the Army, should be re
garded so unworthy? "One whose
training, education, taste, and life
long habits unfitted him for civ
ilizing labors" has led the Hepublican
party to important political victories,
and to-day presides as the Chief Mag
istrate of the Republic. And yet his
old companions in arms, of equal
learning, of equal merit and of equal
integrity are not deemed worthy to
preside over an Indian Agency. Per-
naps some zealous partizan, some
noisy blatant politician, who has
neither "training nor education, nor
life-long habits," except of getting all
he can and keeping all he gets, is just
fitted for so responsible a position.
Pardon me if I prefer the Army offi
cer, and regard the arguments against
his employment in this capacity un
worthy "serious consideration. I am
confident there are those, and many in
the Republican party, upon this floor
who have served with distinguished
gallantry in the Federal Arni3r that
will join with me in repelling these
covert imputations upon a class of
men who in war were heroes and in
peace are gentlemen.
"There is no disposition, Mr.
Chairman, I assure you, anywhere in
the west to exterminate the Indian
race; but if there was and that feel
ing was universal, the Indian need not
fear any so much as the border man.
"The wicked flee when no man pur
sueth." People very much mistake
the border men. They are not ruf
fians nor murderers. They are a noble,-brave,
gallant, enterprising peo
ple, equaling in intelligence even the
polite constituency of my genial friend
from New York; They are as mag
nanimous, as brave, as merciful, as
gallant. They respect the rights of
the Indians, and by the Indians are
far more respected than those who at
a remote and secure distance extol
their virtues, and from the extremest
height of some Mount Parnassus in
Algeria or elsewhere sing of those who,
driven by philanthropists and fate,
have sought refuge upon the summit
tf the Rocky Mountains and the
green slopes of the Pacific;
c 'Mr. Chairman, there is no design
in this bill to use force beyond what
now exists. It is not contemplated
by it or by any friend of it, that there
shall be stationed among the Indians
any more soldiers than are now with
them. In my humble judgment,
among the civilized tribes no agent is
necessary, and if one be required I
can see no reason why an honest offi
cer of the Army cannot conserve the
interests of the Indians as "well as a
politician of questionable antecedents
and doubtful or even fair reputation.

The Chicago Times Clinton, Iowa
special says : Millard D. Groat passed
here yesterday en route home from
the Black Hills, and tells a graphic
story of the dangers and privations of
life at Custer City. He says he and
four others dug faithfully for seven
teen days and got six dollars only
apiece. That was the average luck
in that vicinity. He says people are
coming away from the Hills, as the
Indians are getting more troublesome.
While returning, his party was at
tacked by Indians and lost their
horses and all their valuables. One
man was wounded and his comrades
carried him on their backs to Fort
Laramie. He believes there can be
no profitable mining until the country
gets settled, better transportation fa
cilities and the Indians quieter.
