STATE BEVENIES.
We are in receipt of a pamphlet
from the State Capitol detailing in
extensio the work of the State Board
of Equalization. In fact it is a tabu
lar statement and report of the whole
proceedings of that Board, together
with rules for the Assessment, and
for county Boards, addressed to the
tiovernor, and signed by the individ
ual members of the Board Messrs.

F. Alexander.
Much information may be derived
concerning State finances from a pe
rusal of these pages. We learn that
this is the first year in which the
assessment rolls of Oregon's counties
have been made uniform. Eor the
first time the different kinds of prop
erty are shown in detail in appropri
ate columns.
The Board takes the view that
when all property is completely list
ed at ithe true value, inequality and
unfairness in taxation will no longer
be experienced; that, to illustrate:
If the taxable property of tke State
could be returned sxt $100,00Q3000,
which they estimate to be nearer
the cash valuation than the amount
actually returned, there would be no
necessity for a further continuance
of the State tax at 5 mills, as it
could safely be reduced, under such
circumstances, to less than one half
that figure, with a corresponding
reduction in the taxatio 11 for county
purposes.
In connection with the subject of
taxation the Board suggest the ad
visability of paying all County offi
cials a stated salary yearly, instead
of fees as at present, and that the
fees for services be collected as usual
and tranferred to the County Treas
ury. They advise that .a sufficient
salary be paid to Assessors to insure,
for a position of such importance!
that talent and competency so essen
tial for the work. They hold that
there is no County official, whose in
telligent and energetic service com
prehends more beneficial results, ox
whose duties are of more vital conse
quence, and that the term of office
.should be extended to at least a pe
riod 0 four years, to make the in
cumbent more independent of inter
ested influences, and to enable him
jto secure to the public the value of
his experience, at a compensation
graded according to the work to be
performed. They show that the
revenue system of the State is very
defective, and urge its thorough
.amendment as a matter of the first
importance. The report says:
The necessity of the case is so im
perious as to demand a complete re
vision of these laws as soon as possi
ble. They were enacted from time
to time without reference to the pres
ent system of equalization, seem to
have been created without regard to
the revenue laws, and consequently
.difficulties are constantly arising to
retard and embarrass the action of
these organizations in the exercise of
their functions.
It was undoubtedly the intention
of the Legislature, in making it the
duty of the Assessor to deduct from
the taxable property of the taxpayer
his indebtedness within the State,
that the indebtedness so deducted,
in the form of obligations to pay in
the possession of the creditor, should
be subject to taxation as the property
of the creditor. If otherwise, the
law is invidious and unjust, and
should be repealed, as many of our
merchants, having liabilities due
elsewhere, are precluded from the
benefit of the law. The Board have
therefore directed Assessors hereaf

able property of the State for the
present year was returned at$57,6S2,
691. Deducting indebtedness and
exemption amounting to $16,682,532,
the total taxable property amounted
to $40,700,159. The result of equali
zation increases this sum to $45, OSS, -924

Four very important statistical ta
bles are presented in a compendium,
showing the resources of the State as
follews:
1st. A table of the acreage, aver
age value per acre, and gross value
of land, exclusive of grants to corpo
rations, in each county of the State,
and per cent, of increase after equal
ization. It shows an aggregate of
3,489,394 acres, and the assessed val
ue of $19,010,50S, with the value as
equalized of $22,220,3S1 40.
. 2d. A table of the number and
gross and average values of stock in
each county of the State, and per
cent, of increase after equalization.
It gives 65,7S9 horses; assessed value,
$2,5S9,617; equalized value, $3,0S0,
227; cattle, 232,132; assessed value,
$3,416,946; equalized value, $3,783,
061; sheep, 3SS,241 assessed val
ue, 8965,461; equalized value, $1,
041,199; swine, 72,825; assessed value,
$145,641; equalized value, $212,354.
3d. A table of the property of cor
porations, showing description of
property owned by each company,
the assessed value thereof, the per
centage added or deducted, and the
equalized value. This exhibit gives
427 miles of telegraph line; assessed
value, $27,950; equalized value $42,
750; 257 miles of railroad, equalized
at $5,S03 SS.3 per mile, or $1,494,
500; 192,514 acres of land of Europe
an and Oregon Land Co.; assessed
value, $146,69S 93; equalized value,
$26S,121 49; 484,562 acres of lands of
wagon road companies; assessed val
ue, $365,461; equalized value, $477,
925. 4th. A table of the aggregates of
property in each county of the State,
with the values as assessed and equal
ized, showing the total taxable prop
erty of the State as equalized to be

In looking through these tables we
find that Clatsop county has a great
er valuation of town lots than any
counties of the State except five, and
three of the five have but very little
more than Clatsop. In the matter of
indebtedness but five counties of the
State show less than Clatsop, but
when the actual estimate is reduced
pro rata this county stands second in
that respect. In the matter of mer
chandise, implements, and monej',
notes and accounts, Clatsop county
rates 'equally as well as any county
in the State, proportionately consid
ered. There are 36U miles ot telegraph
in Oregon, but nary inch in Clatsop
county.
The Independents have got the
Salem Statesman, and Installed Sam
A. Clark as editor of it.
The Albany Democrat -was in
jured by a fire in the oflice on Thurs
day morning of last week, to the ex
tent of $1,000.
Rev. Gustavus Hines is no more.
His death occurred in Salem on the
9th. In his death Oregon has lost
one of its.most gifted men.
A destructive fire occurred at Port
Gany, Canada, on the 4th, by which
the Parliament building was totally
destroyed, with all the books and of
ficial documents.
J. J. Henderson has been con
firmed as consul to Anioy, China.
The telegraph changed his name to
Joseph Johnson, but he probably
won't stand the alteration. His
wife in now en route to China.
The House of Representatives
lias agreed to report a bill to repeal
so much of the postal law of the last
Congress as prohibits the passage of
newspapers through the mails with
out postage.
A great howl has. been raised in
Oregon, and on both sides the poli

trict of Oregon If Judge Williams
is guilty as charged it is to be regret
ted that he has been appointed to
the high position of Chief Justice of
j the Supreme Bench. If Gibbs is
! guilty as charged it served him right.

;mony we shall publish an " opinion"
for the benefit of the public, on this
important case.
It is reported that at the time the
Tirginius was lying at Santiago de
Cuba, the British war steamer Niobe
and her commander, Lorraine, left
Jamaica in such haste that several of
her crew, who were ashore on leave,
were left behind. He hardly stopped
to cast anchor at Santiago before he
hastened ashore and protested against
the killing of any more of the Yirgin
ius crew. General Burriel answered
him saucily in a letter, saying that
every execution that had been order
ed would be proceeded with. Com
mander Lorraine instantly returned
a reply that in the absence of an
American man-of-war he would pro
tect not only the interests of his coun
try, but those of the United States,
and that if Burriel harmed a hair of
another prisoner he would bombard
the city. It was generally believe at
Santiago that this action of the British
Commander saved the lives of the
rest of the Yirginius crew. Comman
der Lorraine afterwards obtained five
copies of the process of the Court
martial condemning them to death.
Elkhart, Indiana, has a first
class somnambulist, Mendenhall by
name. He works in the locomotive
machine shops there and his latest
feat, while asleep, was climbing by
devious and dangerous ways to the
top of the chimney at the works,
which is one hundred feet high.
After walking about on the top he
descended, swinging down by the
posts like a trapeze performer, often
head first. He regained his board
ing house and his bed without recov
ing conciousness.
The recent snow-storm was par
ticularly severe in Marys ville, Cali
fornia. Snow fell to the depth of five
inches. The weight of snow demol
ished a barn 100 feet by 80 feet. The
eight telegraph wires leading from
the city were demolished in every di
re ction . It afterwards rain ed so h ard
that fears were entertained of a flood.
