Tri-Weekly Astorian
THURSDAY Oct. 9, 1873
Democratic Platform.
Adopted is the State Co:n-ve:ntiox,
Portland, Sept. 9, 1S73.
. That wo recognize and support the legal
and constitutional authority of the Federal
government, but insist upon the strict construc
tion of the Federal Constitution as necc-ary
to the preservation of the inherent rights of
the people; that wo oppose centralization a?
the most insiduous and dangerous enemy of
popular rights, and will -continue to denounce
it in every guise in which it may apnoar; that
mo several ucparunents oi our government.
Legislative Exocutivo and Judicial are inde
jendent in their respective spheres under the
Constitution, and any attempt by any one of
them, to usurp authority, .is destructive of the
Constitutional rights andiindependcnce of the
others, and should bo rejected as dangerous to
civil liberty. . .
2. That justice demands a revision of our
tariff laws, wiHi view to secure revenue alone,
and not to tax the community in goneral for
the benefit of particular "ixterests, and to the
detriment of the laboring classes of the com
munity. ... . ,,
:, That tho wealth of the country is tho pro
duct of labor, and that weliearfiily favor such
legislation as has for its object tho protection
and support of tho producing and laboring
classes. -Capital protects itself, whilo labor in
in itsnuinorous and diversified forms, needs
and must .have, tho fostering care of prudent
and skillful legislation, and particularly is this
true aUhis time, when tho profits of production
are being swallowed up in tho extortionate
rates of transportation.
4. That all corporations are subject to legis
lative control; those created by Congress sho'd
be restricted and controlled by Congress, and
those under Stato lawsbosubjectto the control
of tho States creating them; and all corpora
tions should be so controlled as to prevent thorny
from becoming engines of oppression; and also
the property of all corporations should be as-
, sessed and taxed at the same rates as property
of individuals.
o. That wo viow with groat apprehension tho
wide-spread corruption and dishonesty that
lias recently marked our public service, and
considering as shameful and iniquitous the re
cent act of Congress granting an increase of
salaries, we demand an immediate repeal and
Ave denounce every member of Congress,Dcm
ocrat or Republican, who supported the meas
ure, and also tho President of tho Unitod States
by whose approval the infamous act became a
law.
. That tho act of the President in setting up
by tho bayonet a government in Louisiana not
desired by her people, and having no title
whatever to rule them, was a flagrant violation
of her rights under tho Federal Constitution.
7. That overy department of the government
being in the hands of the Republicans they are
justly responsible for the evils and wrongs in
Jcgi-dation and administration of which the
'country complains.
5. Wo are opposed to granting by the goneral
government of subsidies to steamship linos to
import Chinese slaves to our shoros, and wo
demand such modification of tholiurlingame
treaty with China as will effectually cut off this
stream of Chinese immigration.
i!. We demand of Congress an additional ap
propriation for tho removal of obstructions to
the navigation of the Wallamotrivor, and such
aid by appropriation or othorwiso as will open
tho Columbia river to free navigation, by
means of a canal and locks at tho Cascade port
age, and tho procoeds of tho side of aUornato
sections of tho public lands to aid in tho con
struction of tho Portland, Dallos and Sale lake
Railroad.
10. That as tho vast oxtent of our coast (em
bracing a distance of noarly 1,000 miles in ox
tent), is destitute of any placo of resort for ves
sels in stress of weather, and vast amounts of
property are liable to loss yearly thcroby,
together with a great many valuable lives;
Therefore bo it resolved, that wo re miro of
our Representatives in Congress that thoy uso
every honorable offort to secure an appropria
tion for the harbor of Port Orford; lirst, asbo
ing adapted to an improvement of tho kind,
and also for the improvement of all places in
the Stato that may contribute to our conimor-
"cial prosperity.
11, That the policy of tho general government
known as tho " Indian Poaco Policy," uy which
Indian tribos have boon encouraged in, and
granted immunity for, tho wholesale robbory
'and massacre of holples3 citizons upon frontiers
has retarded tho settlement and development
of our unoccupied territory ,and has matorialy
inj Ared our Stato in our vital intorests; that it
i- a wrong, if not a criuio, and ought to bo
aband med for a policy of firmnoss and justice.
12. That we most cordially invito all who fa
vor retrenchment and reform in every depart
ment of tho public servico.and tho restoration
of the government to its fornior purity and effi
ciency, to assist us by thoir votes and intluoneo
in the attainment of objects so important and
desirable. sW eod
