Youth leaves OYA’s Camp Florence custody without permission
A youth committed to
the Oregon Youth Au-
thority (OYA) abscond-
ed from Camp Florence
Youth Transitional Facil-
ity last Thursday evening
(Nov. 28).
Ethan Bright, 18, was
committed to the legal
custody of OYA in 2018
on charges of Unautho-
rized Use of a Motor Ve-
hicle and Bur-
glary 1.
He left the
facility grounds
without
per-
mission
and
evaded pursuit.
A
warrant
has been is-
sued and law
enforcement
notified.
“We want to lo-
cate him quickly
to ensure his safe-
ty,” said Benjamin
Chambers, an OYA
spokesperson. “If
members of the
public encounter

call 911.”
Camp Florence
is one of four step-down
transitional facilities at
OYA designed to prepare
youth for their return to
the community.
Transitional
camps
have lower security than
youth correctional facili-
ties like MacLaren and are
reserved for youth who
have made significant
progress in their treat-
ment and reformation
plans.
Youth in these camps
are frequently out in the
community for work and
other opportunities.
“We work with a high-
risk, high-needs popu-
lation of youth, prone
to impulsive behavior,”
Chambers said. “Ab-
sconding is always a risk
in our facilities and OYA
adheres to mandatory
procedures and protocols
to minimize that risk. We
will be reviewing our pro-
cedures to identify wheth-
er there are any opportu-
nities to prevent similar
incidents in the future.”
Bright had not been
returned to custody as of
press time Friday.

Oregon ‘kicker’ to increase for 2018 returns
The Oregon Office of
Economic Analysis (OEA)
has adjusted the “kicker”
for the 2018 tax year from
more than $1.5 billion to
$1.6 billion earlier this
month. That means an in-
crease in the amount re-
turned to taxpayers.
The state hasn’t is-
sued kicker checks since
2007. The surplus will
be returned to taxpayers
through a credit on their
2019 state personal income
tax returns filed in 2020.
To calculate the amount
of your credit, multiply
your 2018 tax liability be-
fore any credits — line 22
on the 2018 Form OR-40
— by 17.171 percent. This
percentage is determined
and certified by OEA. Tax-
payers who claimed a credit
for tax paid to another state
will need to subtract the
credit amount from their
liability before calculating
the credit.
You’re eligible to claim
the kicker if you filed a
2018 tax return and had tax
due before credits. Even if
you don’t have a filing ob-
ligation for 2019, you still
must file a 2019 tax return
to claim your credit.
There will be detailed in-
formation on how to claim
your credit in the 2019 Or-
egon personal income tax
return instructions: Form
OR-40 for full-year Oregon
residents, Form OR-40-P
for part-year residents, and
Form OR-40-N for nonres-
idents.
Composite and fiducia-
ry-income tax return filers
are also eligible.
Keep in mind, the state
may use all or part of your
refund, including the kick-
er, to pay any state debt,
such as tax due for past
years, child support, court
fines or school loans.
