Notice is hereby given that a ballot title for a City Council
referred measure was fi led with the Elections Offi cer of the
City of Dunes City on June 14, 2018.
Electors may submit a petition for review of this ballot
title in the Lane County Circuit Court no later than 5:00 p.m.
on Tuesday, June 26, 2018.
The text of the ballot title is as follows:
CAPTION: Five year local option tax for Dunes City op-
erations.
QUESTION: Shall Dunes City impose $1,215.70 each
year for fi ve years for operations beginning in 2019-2020?
This measure may cause property taxes to increase more
than three percent.
SUMMARY: The City of Dunes City seeks to impose a lo-
cal option levy to raise $1,215.70 per year for fi ve years. The
total levied over fi ve years would be $6,078.50. The money
raised would be used for general operations. The taxes will
be used for operating purposes and to qualify the City to
receive State shared tax revenues it can no longer receive.
It is estimated that the proposed tax levy will result in a
property tax rate of $.005 per $1,000 of assessed value in the
fi rst year. For example, a property with an assessed value of
$300,000 would be assessed a tax of $1.50 by this proposal.
The estimated tax cost for this measure is an ESTIMATE ONLY
based on the best information available from the county as-
sessor at the time of the estivate and may refl ect the impact
of early payment discounts, compression, and the collection
rate.
Notice is also hereby given that a regular city election
will be held in the City of Dunes City on November 6, 2018.

City.
QUESTION: Shall the City Charter of Dunes City be
amended to clarify the authority of the Municipal Judge and
creation of a Municipal Court?
SUMMARY: Approving this measure amends the City
Charter of Dunes City, by replacing Section 21 with a new
Section 21. Adoption of this Charter amendment requires an
affi rmative vote of the people.
Section 21 of the Charter authorizes the City Council to
appoint a Municipal Court Judge. This proposed new Sec-
tion 21 would replace the current provisions and provide
more details as to the Municipal Judge’s authority. The pro-
posal allows a Municipal Court Judge the authority granted
by State law, unless the City Council adopts an ordinance
specifi cally limiting such authority. The proposal would also
allow the City Council to contract for the services of a Mu-
nicipal Court Judge and allow the City Council to authorize
holding Municipal Court at a location outside the City limits.
The proposal is based upon a League of Oregon Cities
model that is in use by many other cities throughout Ore-
gon. If approved, the Charter amendment would take effect
January 1, 2019.

NOTICE OF PUBLIC HEARING
Notice is hereby given that the Dunes City Council will
hold a public hearing on Wednesday, July 11, 2018, at 6:00
pm in Dunes City’s City Hall, 82877 Spruce Street, Westlake,
Oregon. The Council will hear public input on Ordinance
No. 247, a proposed amendment to the Dunes City Code of
Ordinances relating to land use in the residential (R-1) and
community commercial (CC) districts.
The hearing will be conducted in accordance with the
Type IV process described at Section 155.4.1.7 of the City’s
Development Code, available for review at City Hall or on the
City’s website at dunescity.com/City Hall/Ordinances and
Resolutions and clicking on the link to Ordinance No. 182.
Ordinance No. 247 amends Title XV, Chapter 155 of
the Dunes City Code of Ordinances to add new Sections
155.2.1.270 and 155.2.2.220 regarding marijuana producing
and processing in Dunes City.
Ordinance No. 247 is available for inspection Monday
through Thursday, 10:00 am to 4:00 pm at City Hall and on
the Dunes City website. A copy of Ordinance No. 247 is also
available for purchase at a cost of $0.25 per sheet. A copy of
the staff report will be available for inspection at no cost at
least seven (7) days prior to the hearing and will be available
for purchase at a cost of $0.25 per sheet upon request.
Written testimony will be accepted by the City until 3:00
pm the day of the July 11 public hearing. Written testimo-
ny and evidence must be directed toward the subject de-
scribed above or other criteria in the City’s Comprehensive
Plan or Land Use Regulations which is believed to apply, and
may be submitted to the Dunes City Planning Secretary, P.O.
Box 97, Westlake, Oregon 97493, or by e-mail to planning@
dunescityor.com, prior to the public hearing. For additional
