One of his most important
accomplishments as chief was
his involvement in the process
that led to the creation of the
Siuslaw Valley Fire Protection
District. He was determined to
provide better fire protection
for area residents and worked
closely with current Siuslaw
Valley Fire and Rescue (SVFR)
Budget Committee member
and retired Operations Chief
Marvin Tipler to integrate the
city and rural fire services that
were operating separately in
the 1980s.
“Skip was in the city fire
department and I joined the
rural department in 1981,” Ti-
pler said. “We were two differ-
ent departments and we did a
lot of things differently. SVFR
Board member John Carna-
han and I were both in the
rural fire department and we
worked with Skip because he
ran the jaws of life for the city,
so John and I started going to
city fire drills. That’s when I
really got to work with and get
to know Skip.”
Passenger and Tipler contin-
ued to advance in the ranks of
their respective departments,
forging a friendship over the
years that was primarily driv-
en by their shared interest in
improving fire safety for their
fellow firefighters and the
community.
The idea of merging the two
departments was initially con-
sidered impossible, due mostly
to the competitive nature of
the individuals in both depart-
ments. Passenger was deter-
mined to make the merger a
reality.
Eventually, Florence City
Council approved the measure
to merge after Passenger’s tes-
timony and proceeded down
a path that is similar to the
intergovernmental agreement
(IGA) being formed today be-
tween SVFR and Western Lane
Ambulance District.
“Skip became my assistant
chief and I was the assistant
chief at the rural department.
We did some purchasing to-
gether for both of our depart-
ments and worked really well
together,” Tipler said. “He
continued working on merg-
ing the two departments until
the city council approved the
merger. We continued working
together and had a great rela-
tionship until he retired.”
The example that Passenger
set for those he worked with
is something that Charleston
Fire Chief Michael “Mick”
Sneddon remembers as a
young fire fighter.
“I grew up around Skip and
the Passenger family around
the fire station. Skip was very
active with the fire depart-
ment from many years,” said
Sneddon. “He was part of the
fireman’s muster team in the
late 1970s and early 1980s with
the Florence Fire Department
with Engine 3.”
Both Tipler and Sneddon
agree that Passenger was deep-
ly commitment to the protec-
tion and safety of the residents
under his care.
“Skip was completely dedi-
cated to his job and to protect-
ing this community. His first
priority was always to safe-
guard and secure the people of
Florence,” Tipler said.
A celebration of Passenger’s
life will be held Friday, June
22, at 2 p.m., at Musgrove
Family Mortuary/West Lawn
Memorial Park in Eugene.
