Oregon’s economy.
The Oregon Legislature and
Gov. Kate Brown approved
House Bill 2017 to provide
Oregonians with improved
roads and bridges, more trans-
portation options and enhanced
safety throughout the system.
In addition to this vehicle
registration fee increase, the
package is funded by increases
in other transportation-related
fees that take effect Jan. 1.
These include increases on
motor fuel taxes and fees for
title transfers and commercial
motor vehicles.
The bill also creates a 0.5
percent privilege tax on new
vehicle purchases, and a $15
fee on new adult bicycles that
cost $200 or more.
Here are some transportation
system investments the fees
will support:
• Highway maintenance and
preservation, seismic upgrades
and safety, including specific
construction projects across the
state.
• Increased funding for small
cities and counties.
• A Safe Routes to School
infrastructure program to
reduce barriers and hazards for
children walking or bicycling
to and from school.
• Economic benefits by sus-
taining jobs, keeping freight
moving and providing a boost
to local communities across the
state.

Port of Siuslaw to place
debris booms at marinas
To prepare for the winter
storm season, the Port of
Siuslaw will begin placing pro-
tective log booms around its
marinas. In early November,
booms will be placed around
the East and West boat basins
and the boat launch located at
the end of Harbor Street in
Historic Old Town Florence.
Increasing debris flow in the
Siuslaw River over recent
years requires the port to take
these protective measures.
Debris trapped in the basins
can damage docks and moored
vessels, as well as hinder boat
launches. The log booms are
placed around the marinas to
reduce the amount of debris
that enters the basins.
Port staff still expends many
hours per week removing float-
ing debris that enters the basins
in spite of the boom logs, or
from when the booms are left
open.
Boaters are advised to use
care when operating around the
log booms, and should not
attempt to move the booms
during strong winds or rough
water conditions.
Boaters are responsible for
securely replacing the log
booms after their boat enters or
exits the marina or launch
ramp area.
The port is investigating the
purchase of new, lighter-
weight and easier to handle
debris booms, but until those
can be acquired, boat operators
should give careful considera-
tion to the current and river
conditions before attempting to
move the log booms.
Chains and shackles secure
the booms, but handling lines
are attached to each boom for
ease of opening and closing the
boom. Instructions will be
posted at the docks for moving
and securing the booms and
port staff are available to
answer questions or provide
assistance.

N EW O REGON VEHICLE FEES TO BEGIN IN J ANUARY
New Oregon vehicle regis-
tration, title and trip permit fees
will take effect Jan. 1, provid-
ing funding for a major invest-
ment in the state’s transporta-
tion system.
Oregon residents with vehi-
cle tags expiring on or after
Jan. 1 will see new registration
fees in their renewal reminders
starting in November. The fee
for two-year passenger vehicle
registration renewal — Oregon
Department of Motor Vehicle’s
(DMV) most common vehicle
transaction — will go from $86
for two years to $112.
The registration fee is based
on the vehicle registration
renewal date, not when the fee
is paid.

Vehicle registration fees,
title fees and other motor vehi-
