fighting the fire, which has
consumed nearly 200,000
acres of land in southern
Oregon. The situation at
Chetco has been brought
under control, to a small
degree, with 94 percent of
the perimeter of the blaze
contained as of this week.
The Chetco fire was
brought under partial control
due, in part, to advantageous
weather conditions, but pri-
marily by “boots on the
ground.” Some of those
boots belonged to individuals
from Florence.
Siuslaw Valley Fire and
Rescue (SVFR) sent several
firefighters to assist in the
suppression efforts after the
State Fire Marshal issued a
statewide call for assistance
in August.

something and creates a
problem, it’s like getting a
hole in your roof. Then the
squirrels come in. I do
believe there will be more
damage, and the damage will

Even if further erosion did
occur on the port property, it
would not affect the grant
already awarded to them.
“If you had FEMA funding
for the original project, and
there were increased issues,
you can request 406 mitiga-
tions to help give you more
money,” Aiken said.
In addition, Aiken stated
that delaying may end up

analysis of fire service oper-
ations and community risk
reduction.
Dickerson will also be
required to develop and cre-
ate an Applied Research
Project, which will be
assessed,
adapted
and
applied to real life situations.
During the rest of the
meeting, the SVFR Board of
Directors clarified depart-
ment
job
descriptions,
approved
the
purchase
of new administrative soft-
ware and authorized the
expenditure of $158,991
to pay bills and wages for
the month of September.
costing the port more money.
If more erosion does occur,
then current plans would
have to be redrawn and more
material would be needed.
However, this may be
unavoidable since FEMA
won’t release funds until at
least February 2018, after the
2017/18 winter.
None of the commission-
ers wanted to delay the proj-
ect, as Buckwald pointed out.
“I’m not suggesting we
postpone, but it’s a decision
we have to look at very, very
carefully,” he said.
Planning for the project
began in April 2016 after
high tides from December
2015 storms and runoff from
the parking lot eroded the
riverbank on the southeast
side of the Port of Siuslaw
property in Old Town
Florence.
In April 2016, the affected
section was closed, and has
been cordoned off ever since.
Aiken was brought in to
begin planning repairs and
work on getting an emer-
gency grant from FEMA.
There
were
multiple
bureaucratic delays.
Paperwork was submitted
to the Department of State
Lands in August 2016, but a
multitude of different organi-
zations had to approve the
project in the coming
months. Permits were first
introduced to the National
Marine Fisheries Service in
September 2016, but by
March 2017, the organization
was still reviewing the appli-
cation.
It wasn’t until the summer
of 2017 that the funds
became available, but the
project remained at a stand-
still, mostly due to disagree-
ments within the commis-
sion.
One of the biggest sources
of confusion laid in the cause
of the erosion.
Initially, Aiken had said
the erosion was caused strict-
ly by rising flood waters due
to the storm. But soon after-
ward, members of the Port
Commission
questioned
whether or not the erosion
came from above, with
runoff from the parking lot
causing the erosion.
The distinction was impor-
tant.
If it was from the river,
driven temporarily higher by
the unusually strong storms,
it would be considered disas-
ter flooding, which FEMA
would cover.
If it was from the parking
lot, and the erosion occurred
over a longer period of time,
the
commission
feared
FEMA would not cover it.
Aiken, with input from
FEMA, revised the cause,
stating that it was caused by
both flooding and drain off,
though some on the board
were still convinced it was
entirely runoff.
The cause of the erosion
also played a factor in the
cost of repairs. Aiken’s
method would be a long-term
solution that would shore up
the wall of the C-Row in the
campground and fix the bulk-
head,
but
could
cost
$200,000.
FEMA pays for 75 percent
of the final bill; the port
would pay 25 percent.
Former Port Commission
President Ron Caputo, who
felt the erosion was caused
by runoff only, thought that
project could be done for as
little as $5,000.
The argument was put to
bed recently when McClure
and Aiken confirmed that
FEMA would accept both
causes as a sufficient reason
to apply for the grant, but by
then it was too late. The
funds were withheld by
FEMA in September due to
the hurricanes.
The commission will con-
tinue working on the issue,
with no clear date set for a
final decision.

meeting, the department rec-
ognized the efforts of one of
the firefighters who partici-
pated in the efforts at Chetco,
Captain Jeff Larson.
Larson and firefighter
Tony Miller spent five days
at the fire in early
September, working with
other firefighters to stop the
growth of the Chetco blaze.
“We assisted with struc-
ture triage and prep and line
firefighting,” Larson said.
“We mostly worked the day
shift and the west side of the
fire, putting in 106 hours
during that time.”
The board of directors
acknowledged this and other
work done by Larson as he
successfully completed his
one-year probationary period
as captain with distinction,
leading and supervising the
training for SVFR. Larson is
also the department’s volun-
teer coordinator.
