Sealed Bids for the Highway 101 Water Infrastructure
Improvements project for the City of Florence, Lane County,
Oregon (Owner). Will be received by the City Recorder or
Recorder’s designee at the City of Florence, 250 Hwy 101
North, Florence, Oregon 97439, until 2:00 p.m. (PDT) August
15th, 2017. Bids received after this time will not be accepted.
Bids will be opened publicly and read aloud immediately
following the specified closing time. All interested parties are
invited to attend. Subcontractor declarations must be sub-
mitted to the above mentioned City representative no later
than 4:00 p.m. (PDT) August 15th, 2017.
The work on this project is for public work. A brief descrip-
tion of the scope of work is provided below:
Highway 101 Water Infrastructure Improvement
Project – Base Bid:
Furnish all labor, equipment and materials as required for
the Highway 101 Water Infrastructure Improvements project
consisting of the construction and placement of approxi-
mately 3,800+ lineal feet of new 12-inch and/or 8-inch
potable water main (replacing old 10-inch and 6-inch water
main), along with approximately 760 lineal feet of 8 inch san-
itary sewer main replacement, the installation of 3 new sani-
tary sewer manholes, the decommissioning and
abandonment of the old and failing water and sanitary sewer
mains, testing of new facilities and other miscellaneous items,
all as required for a complete installation.

The City of Florence has received an application to close
Bay Street from Kingwood to Nopal Streets, Maple Street be-
tween 1st and Bay Street, and the half blocks of Laurel and
Nopal Streets just north of Bay Street, for a Chamber of Com-
merce Event, “Rods n Rhodies Car Show” to be held on Friday
September 8th – Sunday September 10th, 2017; as applied
for by the Florence Area Chamber of Commerce. The Council
will take public comment at its meeting beginning at 5:30
pm on August 7, 2017 in the Council Chambers at City Hall,
250 Highway 101.
The City Council will consider whether the application
meets the criteria outlined in Florence City Code 7-5-1-1. If

Attend the September 14, 2017 Hearing on Proposed
Revisions to LRAPA Title 47:
Open (Outdoor) Burning rule
The Oregon Department of Environmental Quality (DEQ)
and the Lane Regional Air Protection Agency (LRAPA) rely
upon local air quality stakeholders in developing key aspects
of air quality plans to assure that community needs are met.
Feedback from the public is a crucial part of plan develop-
ment.
DEQ and LRAPA are proposing to revise LRAPA Title 47:
Open (Outdoor) Burning rules in an effort to meet or main-
tain federal air quality standards for fine particulate matter
and to improve the general air quality of Lane County. The
proposed rules would:
• Change the term "Open Burning" to "Outdoor Burning"
throughout Title 47
• Clarify terminology pertaining to size and materials of
"religious ceremonial fires" and "bonfires"
• Clarify terminology relative to outdoor burning during
the LRAPA "Home Wood Heating Season"
• Require residents within the Oakridge Urban Growth
Boundary to be subject to outdoor burning prohibitions and
exemptions during the November through February
Oakridge "Home Wood Heating Season"
• Identify the Eugene and Springfield Urban Growth
Boundaries as separate
• Identify cardboard, clothing and grass clippings as "pro-
hibited materials"
• Prohibit outdoor burning in barrels
• Prohibit outdoor burning within the Eugene Urban
Growth Boundary
• Include in LRAPA rules Oakridge and Florence outdoor
burning ordinances requirements.
• Limit outdoor burning to woody yard trimmings within
the city limits of Junction City, Coburg, Cottage Grove,
Creswell, Lowell, Westfir, Dunes City and Veneta and further
clarify relative to affected areas
• Update names of Fire Districts
• Update "Forest Slash Outdoor Burning" requirements in
areas not covered by Department of Forestry Smoke Man-
agement Plan
• Increase fee for prescribed burning of standing vegeta-
tion permits (species or wetland conversion) from $100 to
$1,000 and include caveat relative to Director discretion in
fee adjustment
• Increase fee for permits required for forest slash open
burning in areas not covered by the Department of Forestry
Smoke Management Plan and for construction, demolition,
commercial or industrial open burning from $4 per cubic
yard to $10 per cubic yard and minimum fee from $50 to
$100
Who is affected? Anyone wishing to conduct outdoor
burning in Lane County.

received by LRAPA by Wednesday, September 13, 2017. Com-
ments submitted at the hearing must be presented orally by
the commenter. If LRAPA Board adopts this rulemaking, the
plan and rules will be presented to the Environmental Quality
Commission for approval and submitted by DEQ to the U.S.
Environmental Protection Agency as a revision to the State
Implementation Plan under OAR 340-200-0040 as a require-
ment of the Clean Air Act.
