hearing at 7:00 PM on May 9, 2017, in the Council Chambers
of City Hall, 250 Highway 101, concerning the following pro-

RESOLUTION PC 17 05 CUP 03 – Temporary Mobile
Building Space: An application from Great Western Corpo-
ration on behalf of ODOT for a Conditional Use Permit, seek-
ing approval to install temporary buildings for construction
equipment, materials and lodging (RV’s) for onsite security.

ADVERTISEMENT FOR BIDS
Sealed bids for the City of Florence Justice Center Re-
model will be received by the City of Florence until the bid
closing time of 2:00 P.M., Pacific Time, Thursday, May 25,
2017. Bids will be received at the City of Florence City Hall
250 Hwy 101, Florence, OR 97439, and then publicly opened
and read aloud immediately after the deadline for submis-
sion of bids. Bids received after the abovementioned time
and date will not be considered. Bidders must submit a first-
tier subcontractor disclosure form to the City of Florence at
the above address, within two working hours of the time for
receipt of bids in accordance with ORS 279C.370. Bids sub-
mitted prior to bid opening date are to be delivered to the
above address, Attn: Megan Messmer, City Project Manager.
The envelope must be clearly marked: “BID FOR CITY OF FLO-
RENCE JUSTICE CENTER REMODEL”.
The project contemplated and to be awarded under a sin-
gle contract consists of an approximately 2,770 square foot
remodel of unfinished space at the Florence Justice Center.
A Mandatory Pre-Bid Conference and Walk-through
will be held Thursday, May 11, 2017, 10:30 a.m. General
Contractors are required to attend to qualify to submit a
bid. All interested parties shall meet on site at the City of Flo-
rence Justice Center Lobby, 900 Greenwood Street, Florence,
OR 97439. Contractors and subcontractors are encouraged
to familiarize themselves with the bidding and contract doc-
uments prior to the walk-through.

cluding Instructions to Bidders and Bid Form, may be exam-

One set of the Bidding Documents (including Drawings
and Specifications) may be obtained by General

refunded upon return thereof in good condition no later
than bid opening date. PDF digital copies of these docu-

Work included in this project is for public work subject to
ORS 279C.800 to 279C.870 relating to Prevailing Wages. Bid-
der’s attention is directed to the requirements of employ-
ment and minimum wage rates to be paid. No bid will be
considered or received by the City of Florence, unless the bid
contains a statement by the bidder as part of its bid that Con-
tractor agrees to be bound by, and will comply with the pro-
visions of ORS 279C.840 relating to Prevailing Wages. Before
starting work on this Contract, Contractor and all subcontrac-
tors must have on file with the Construction Contractors
Board a Public Works Bond in the amount of $30,000.
Each bid will contain a statement as to whether or not the
bidder is a resident bidder as defined in ORS 279A.120. No
bid will be considered unless the bidder is registered with the
Construction Contractors Board as required by ORS 701.035
to 701.055. Bidders on this work must not be on the BOLI list
of contractors ineligible to receive public works contracts.
No bid will be received or considered unless fully com-
pleted in the manner provided in the “Instructions to Bidders”,
upon the official bid form provided by the Architect within
the Project Manual, and accompanied by a surety (bid) bond,
cashier’s or certified check executed in favor of City of Flo-
rence, in an amount not less than ten percent (10%) of the
total amount of the bid. Bid Bond is to be forfeited per ORS
279C.385, as fixed and liquidated damage should the suc-
cessful Bidder neglect or refuse to enter into a contract and
provide acceptable insurance certificates, bonds or other re-
quired documents for faithful performance of the work in the
event Bidder is awarded the Contract.
The City of Florence may reject any bid not in compliance
with all prescribed public bidding procedures and require-
ments, and may reject for good cause any and all bids upon
a finding by the City of Florence that it is in the public interest
to do so. No Bidder may withdraw or modify its bid after the
hour set for receipt of bids, and thereafter until the lapse of
thirty (30) days after the bid opening.
