OBITUARIES
SWAIN—Ginger
Lee
Appler Swain passed away
April 1, 2017, in Florence, of
natural causes.
Her family and friends knew
her as “Ging” or “Gimmer.”
She was
born
on
Feb.
1,
1969,
in
Fontana,
Calif.
Gimmer
was very
much a free
spirit, with Ginger Swain
more moxi
in her little
finger than most of us could say
we have in our entire bodies.
She is survived by her moth-
er, Eileen Cundy; five siblings:
Veda Kent, Terrie Berentsen,
William Cundy, Clay Cundy
and Curtis Cundy; three chil-
dren: Trina Towne, Donovan
Appler and Cole Swain; one
great-grandchild,
Landon
Towne; with another great-
grandchild on the way.
We will be holding a
Celebration of Life in June at
one of her favorite beaches in
Florence for all her family that
is able to attend.
She will be very missed.
SISSON—David
Murl
Sisson, 61, died Wednesday,
March 29, 2017, at the Oregon
State Veterans Home in The
Dalles, Ore.
David was born Oct. 25,
1955, in Glasgow, Mont., to
John and Jacque Sisson. He
graduated from Glasgow High
School, where he excelled in
athletics. He Joined the Army
in
1975,
became an
Airborne
Ranger and
functioned
as morse
code opera-
tor for John
Abizaid
and Greg
David Sisson
Gardner.
David
was an adventurous spirit and
his time in the Army helped
fuel a lifetime passion for trav-
el.
After his enlistment, David
attended the University of
Montana, MSU-Bozeman, and
MSU-Billings, where he gradu-
ated with a bachelor of science
in accounting.
Other studies included histo-
r y, m a t h e m a t i c s a n d
Scandinavian studies. While at
MSU-Billings, David met
Gayle DeAngelis, whom he
married in September 1984.
David, Gayle and their sons
Carlo and Dino welcomed
another boy, Sean, into the
world in March 1985.
The family moved to
Portland, Ore., in 1987, and
soon David began working at
Hewlett Packard where he
became production manager in
1994. David was nicknamed
“Super Q” by his friends at HP,
as he was regarded as the “font
of knowledge.”
David, Gayle and Sean
moved to Florence in 1996.
Applicants sought for new City committee
The City of Florence has
recently established a short-
term ad-hoc committee called
the Housing and Economic
Opportunities Committee.
This group will be a working
committee charged with com-
pleting the Buildable Lands
Inventory and Housing and
Economic Opportunities
Analysis.
The Committee will serve in
an advisory capacity to the
City Council and staff in mat-
ters pertaining to affordable
and workforce housing as well
as economic development and
job creation.
The Committee will review
work products and provide rec-
ommendations on key project
issues and decisions, providing
guidance on scenarios and pol-
icy options and guiding stake-
holder and community engage-
ment strategies.
The City is looking for com-
munity members who repre-
sent a broad spectrum of com-
munity housing and economic
development interests.
The committee will meet at
approximately four meetings
over the course of six months
and will also be responsible for
research and community out-
reach in between meetings.

easy.

Florence City Hall and can be
downloaded from the City's
websiteat www.ci.florence.or.
us.
City Hall is open Monday
thru Friday; 8 a.m. to noon; 1
to 5 p.m. All qualified persons
are encouraged to apply.

tee membership, stay tuned as
there will be other opportuni-
ties to have your voice heard.
The process will include a
public survey and short work-
shops.

Gayle bought Grape Leaf,
which became the family wine
business, where Dave was
known for his ability to discuss
virtually any topic.
David was diagnosed with
Frontotemporal Dementia in
April 2013. Soon after the diag-
nosis, he returned to Florence
to be cared for by his family.
His capacity for love and
adventure never diminished,
even as his grasp on reality
faded away.
David will be remembered as
a strong, brilliant, hard headed,
compassionate, competitive
and caring man who loved his
friends and family.
A celebration of life will be
held at the Norse Hall in
Portland, Ore., from noon to 6
p.m. on Saturday, April 15.
RATLIFF—Wilda Ratliff,
90, formerly of Florence,
passed away March 27, 2017 in
Lacey, Wash.
Wilda was born July 2, 1926,
to Clyde C. Doolittle and Hulda
E. Anderson.
Wilda was married to Albert
L. Ratlif, who died in 1997.
She then married Vernon O.
Robertson, who died in 2008.
Wilda was a homemaker
mostly. She also worked in
financial institutions and fabric
stores
She came to Florence in
1991 from San Jose, Calif., and
moved to Lacey, Wash., in
2012. Wilda also lived in
Ferndale, Napa, Richmond,
Monterey and Santa Barbara
Wilda was a member of the

Lutheran Church and was an
organizer and charter member
of Florence’s Rhododendron
Quilt Guild and the Rhody
Buds. She was also active in
the Elks Club, especially bingo
nights.
Wilda was an excellent
seamstress and made most of
her own and her daughters’
clothing for many years.
She enjoyed crafting and
worked with many different
mediums, creating a variety of
items over the years: hat mak-
ing, Huck, cross stitch and
crewel embroidery, enameled
jewelry, Swedish weaving,
applique and patchwork — to
name a few.
Wilda
graduated
from
Berkeley High School, in
Berkeley, Calif.
She is survived by her chil-
dren: Janet E. Spaid of Lacey,
Wash., Stephen R. Ratliff
(Sandy) of Escondido, Calif.,
John C. Ratliff (Lorella) of
Escondido, Calif., Leslie K.
Trotter of Sacramento, Calif.,
and Paul A. Ratliff of
Sacramento, Calif.; nine grand-
children, 18 great-grandchil-
dren; her sister Carol Mitchell
of Washington; and her brother
Kenneth
Doolittle
of
California.
She was preceded in death
by: her parents; her sister,
Joann Christensen; husbands
Al and Vic; and her son
Matthew.
No services planned at this
time.
SCALF—William V. “Bill”
Scalf, Sr., 74, of Florence,
passed away Saturday, April 8,
2017, at his home, of natural
causes.
Private cremation rites will
be held and services are pend-
ing.

Loacker, of Florence, passed
away peacefully following a
lengthy ill-
ness. Her two
daughters,
Jacqueline
Bahr
of
Florence and
Caroline
Tabor
of
Bend, Ore.,
were at her
Marilynn
side.
Loacker
Marilynn
was born Aug. 25, 1921, in Salt
Lake City, Utah, to “Patrick”
Allen English and Nita Tooley
English.
She is survived by her two
granddaughters: Kelly Bahr of
Independence, Calif., and
Tracy Bahr of Bishop, Calif.;
sisters Ruth Arnold of Paradise,
Calif., and Allyn Claire
Lowenstein of Los Alamos,
N.M.; as well as many nieces
and nephews.
She was preceded in death
by her husband, Robert
Loacker; sister Kathleen
Foster; and brother Deane
English.
Marilynn loved her four
legged companion “Katie,” as
well as the desert, hiking, read-
ing and was an accomplished
artist.
Her family is heartbroken
and will miss her greatly. Her
ashes will be scattered in the
desert at a later date.
