The assessments are part of
the funding structure for the
wildland fire protection the
agency provides. Accuracy of
these assessment rolls is main-
tained by completing a periodic
review of a portion of the district
each year.
“Whenever tax lots are added
to the Forest Patrol Assessment,
the total revenue received by the
department does not increase.
Rather, the assessment paid by
each landowner is more equi-
tably distributed among those
receiving wildland fire protec-
tion,” ODF said in a release.
While this meeting is specific
to questions for the ODF repre-
sentatives, Roblan said that he
encourages constituents to attend
and give him a “sense of what is
going on in the minds of resi-
dents in and around the area.”
Roblan recently held a town
hall with Oregon State Parks
staff and concerned community
members at Cape Kiwanda to
discuss action steps for prevent-
ing death and injury at the state
natural area.
“We came up with a lot of
productive ideas, including
adding memorial signs. I hope
we can hold a similar meeting in
Florence and work to make
changes together,” Roblan said.

“President Obama declared a
major disaster for the state of
Oregon on Feb. 17. It’s called
the Public Assistance Grant
Program, which assists public
jurisdictions with public infra-
structure damage during the
storms in December.”
According to Wright, a
FEMA grant would pay 75 per-
cent of the cost to restore dam-
ages to pre-disaster conditions.
“When pre-disaster condi-
tion isn’t feasible, it pays for
the least cost alternative, in this
case rerouting the pipe along
the road,” he said.
Heceta Water could match
the remaining 25 percent of the
project’s cost with anything
other than a federal grant, such
as a grant from a state or local
agency or a loan.
Wright will work on the
grant application with Heceta
Water staff.
Pending the grant review
process, a project audit, FEMA
site inspections and environ-
mental approval, Wright said
the water district should know
if it will receive the grant in the
next few weeks.
The board also approved a
supplemental budget and for-
mally voted to dissolve Heceta
Water District and its board of
commissioners, a process
began with voter approval in
Lane County Elections held on
May 13, 2013, which estab-
lished Heceta Water as a PUD.
Rohner said, “I really appreci-
ate how our staff is getting
together to get jobs done and
continuing training. ... I just want
to compliment you on all that.”
