NICOTERA—Kathleen
Mary Heeter-Nicotera, 75,
from Waikiki, Honolulu,
Hawaii,
passed away
July
22,
2015, after a
long
bout
with bone
cancer.
Kathleen
was
born
July
16,
Kathleen
1940,
in
Nicotera
Fairfax,
Minn., to John and Eleanor
(Johnson) Maxwell.
When she was 17 years old,
Kathleen and her parents
moved to Lisbon, N.D., where
she finished high school. She
attended college at the
University of Minnesota in
Minneapolis.
In 1964 she relocated to
Lake of the Ozarks, Mo.
From there, in 1968, she and
her then husband, Van Heeter,
moved to Florence, where they
purchased a small roadside
cafe on Highway 101.
Over the next 15 years, they
transformed the business into a
large and successful award-
winning restaurant known as
The Windward Inn, which
became an integral part of the
community.
A banquet room was proudly
named “The Maxwell Room.”
After selling the inn,
Kathleen
relocated
to
Honolulu. She became a resi-
dent of Waikiki, living on the
scenic Ala Wai Canal. She
treasured her next 32 years liv-
ing on the island she loved so
much, taking delight in the
local cultures, music and the
Aloha spirit that she adored.
She met and married Mario
Nicotera, a captain in the U.S.
Army, who passed away Nov.
13, 1998.
Her final years were spent
married to James Coffey, a
major in the U.S. Air Force,
who passed away Feb. 4, 2015.
Kathleen is survived by her
five nieces and nephews: Janel,
Jeffrey, Julie, James and Jill.
She was preceded in death
by her parents and her brothers
Dennis Maxwell and James
Gordon Maxwell.
She is inurned along with
Mario Nicotera at the beautiful
National Memorial Cemetery
of the Pacific, located on top of
the “Punchbowl.”
Kathleen will be greatly
missed by her family and
friends.
A Mass at St. Mary Our
Lady of the Dunes Catholic
Church on Wednesday, Aug.
26, will honor her memory.

He was sentenced to 10
days in Florence City Jail and

or place of employment of the
victims.
Dino Roberto Raviolo
pleaded guilty to DUII.
He was sentenced to 365 days
in Florence City Jail and
IMPOUNDMENT
Barbara and Denny Ellis
must report to treatment. He
must pay $2,430 in fines.
Bryan Wayne Beaudro
pleaded guilty to two counts
of driving with a suspended
license. He was sentenced
to six days in Florence City
Jail. He must pay in $2,215
fines and not contact or be
in or about the residence or
place of employment of the
victim.
Tony Ryan Fegles pleaded
guilty to attempted possession
of methamphetamine. He was
sentenced to 180 days in
Florence City Jail. He must
pay $675 in fines.

and child restraints holds a per-
son safely in place and inside
the vehicle to prevent injury
from occurring during sudden
stops, swerves or a crash.
Without a safety belt or child
car seat, occupants can be
thrown against each other, the
interior of the car or complete-
ly out of the vehicle which
greatly increases chances of
serious injury.
Oregon law requires chil-
dren less than 40 pounds be
restrained in a child seat.
Children under one year or
weighing less than twenty
pounds must be restrained in a
rear-facing child seat.
A child over 40 pounds must
be restrained in either a child
seat or a booster seat appropri-
ate for their size until they
reach age 8 or 4’9” tall AND
the adult belt system fits them
correctly.

local police will be working to
increase proper safety belt and
child car seat use during a
statewide traffic enforcement
“blitz” from Monday, Aug. 24
through Sunday, Sept. 6.
Officers will also be on the
alert for persons exceeding the
posted speed limit or violating
