Herbalists to learn history of medicinal herbs Rocky Neil, local massage therapist, will be the third speaker to address cannabis — specifically for medicinal use — for the next Florence Herb Enthusiasts meeting. He will provide history dating back to the 1996 pas- sage of Senate Bill 420, also known as the Compassionate Act, and how the movement has progressed over the years. Currently there are 21 states that have approved leg- islative ruling providing medical use and distribution of marijuana with an- other five states pending: Florida, Ohio, Minnesota, Pennsylvania and New York.
