Additional notice and information may be located on the Siuslaw School District website: www.siuslaw.k12.or.us Publication Dates: March 21 & 28, 2015 LEGAL NOTICE FINAL EA FOR SHORELINE STABILIZATION AT STATION SIUSLAW RIVER U.S. Coast Guard (USCG) Civil Engineering Unit Oakland completed the Final Environmental Assess- ment (EA) for Shoreline Stabilization at Station Siuslaw River, Florence, Oregon. The EA was completed in ac- cordance with Commandant's Manual Instruction M16475.1D, the National Environmental Policy Act (NE- PA) of 1969 (P.L. 91-190) and the Council of Environ- mental Quality (CEQ) Regulations dated 28 November 1978 (40 CFR Parts 1500-1508). This document serves as a concise public document to briefly provide sufficient evidence and analysis for determining the need to prepare a finding of no significant impact. The purpose of the project is to stabilize the eroding shoreline to maintain operational functionality of the Station infrastructure to allow USCG to meet its mission responsibilities. Currently, erosion of the shoreline is causing both a loss of bottom material and a loss of the 999 ✦ PUBLIC NOTICES 999 ✦ PUBLIC NOTICES embankment. Continued erosion is expected to cause the toe to be undercut resulting in further sloughing and possibly a rotational failure of the hillside, negatively im- pacting station operations. In order to address these is- sues, the USCG proposes to stabilize the shoreline be- hind the existing boathouse by installing a riprap revet- ment along the existing shoreline for approximately 220 feet. Approximately 3,980 cubic yards of half ton riprap would be laid over a geotextile fabric and stone filter layer below the Mean Higher High Water (MHHW) line. The total footprint of the project below the MHHW would be 12,100 square feet (approximately 0.28 acre). The riprap revetment would extend up to 20 feet above the MHHW. Construction would be done by waterborne equipment based on a barge. This project is proposed for construction in 2015 depending on the availability of funding. Alternatives considered in the EA include the No Ac- tion Alternative, the Proposed Action, Action Alternative 1 - construct two groins with loose gravel material in be- tween, and Action Alternative 2 - construct a riprap re- vetment with an extended toe. The revised EA concise- ly describes the need for the proposal as well as the en- vironmental impacts of the Proposed Action and Action Alternatives on the land, people, and resources poten- tially affected by the proposed activities. The EA also contains a comparative analysis of the Proposed Action and Action Alternatives, a statement of the environmen- tal significance of the Proposed Action, and a list of the agencies and persons consulted during EA preparation. The USCG completed a public scoping period and distributed two draft EAs. All comments received are addressed in the EA. Based on the results of the EA, the USCG has issued a Finding of No Significant Im- pact (FONSI) for the project. Copies of the EA and FONSI are being sent to parties that requested one, in- terested parties, government agencies, local newspa- pers and libraries.
