Florence City Council brings sign
code up to flag protocol

On March 16, city staff pre-
sented the Florence City
Council with updates to the
Sign Code, specifically to
bring flagpole height and flag
size within standards set by
flag protocol.
Planning Director Wendy
FarleyCampbell said, “The
total number of allowable
square feet of flags permitted
on properties that are not gov-
ernment or quasi-governmen-
tal properties … is 40 square
feet. Right now, if you have a
couple flagpoles on your busi-
ness site, you can presently
have two flags that are 3 by 5
feet, but you could not have
more than one at 8 by 5 feet.”
City code did not take flag
tradition
into
account,
FarleyCampbell said.
“Flag protocol states that
flags that are flown should fly
at a size that is a quarter of the
length of the pole. So if you
have a 40-foot-high pole, then
the appropriate flag size to fly
is 6 by 10 feet,” she said.

Oregon
Department of Transport-
ation (ODOT) does not
plan to extend the Oregon
studded
tire
season
past Tuesday, March 31.
The
Washington
State
Department
of
Transportation announced
the same deadline yester-
day.
ODOT encourages drivers
to consider other types
of traction tires or chains.
A
study
completed
in 2014 concluded studded
tires cause about $8.5
million in damage each
year on state highways.
Other types of traction
tires are available.
These traction tires meet
Rubber
Manufacturers
Association
standards
for use in severe snow con-
ditions
and
carry
a
special symbol on the tire
sidewall
showing
a
three-peaked
mountain
and snowflake.
Research shows these
tires
provide
better
traction than studded tires
when
used
on
bare
pavement.
Know Before You Go:
If
you
must
travel
when weather conditions
present
difficulties,
use
other
types
of
traction tires or chains,
or postpone your travel
until conditions change
for the better.

pole. In residential sign dis-
tricts, flagpoles have to be 28
feet high.
“What staff has suggested is
a maximum size of 60 square
feet for government flags, with
the exception of holidays,
when they could fly an 8- by
12-foot flag,” she said.
Mayor Joe Henry asked,
“That gets us in line with all
the current flag protocols?”
FarleyCampbell assured
him. “If the council wanted to
go in that direction, we could
add basically, anybody that
has a 40-foot flag pole can fly
a 6- by 10- foot flag,” she said.
The council voted unani-
mously to pass the ordinance.
“I like big flags,” Henry
said.
The updated sign code now
reads: “Flags, pennants and
banners located on nonresi-
dential sign district properties
may fly 60 square feet in area
per flag.”
The code also allows one
U.S. flag not to exceed 96
square feet to be flown on
national holidays.
