Among the bills relating to edu ction that will be presented to the ?tate Legislature this winter is one providing for the centralization oi .v hooks by the consolidation of ...JJ-stricis and the transportation - of pupils. The purpose of the meas nre is to enable and encourage rural districts to improve the stan dard of their schools and makt possible the establishing of graded K-liools. The plan outlined in the bill proposes the consolidation, where feasible, of a number of small districts into a single district with improved school facilities The real purpose of the bill is to secure better graded schools for rural districts. The men sure also contemplates the transporting at the expense of the district of pupils residing at a distance, in case3 where a consolidation of districts U made. Secretary llitchock has devised a means whereby he believes the fjest reserve system, instead of b ing a government luxury as is charged by some public men, will become self sustaining. He tday sent to congress a bill auth orizing the secretary of the in terior to sell timber, grass, plants, fr tits, seeds and other material rown or being grown upon forest reserves, including stone, earth and all other organic material, at a reasonable price, provided such i iles do not interfere with the pre SMit mining laws and regulations i i any reservation, or with the p-esent practice of selling forest r -erve timber. The bill also authorizes the Sec r ttry to rent or lease lands with i i the reserve for the purpose of meeting and maintaining summer re-orts, stores, mills and other es- blishments, and to lease suitable r '-erve laid for grazing and other p irposes not incompatible with the 0 ject for which reservas are cre aed. The moneys derived from s ch sales, rentals and leases are create a special fund to be ex panded in the care and protection of forest reserves. Kach state is to have a special fund. Wherever there shall bo a sur p.us, 2") per cent of such surplus i to go the school fund of the state or territory in which the reserve is located. Where a reservation lies in more than one state, the -ur-p'us is to be proportionally divi led. The bill contemplates phu 'ng forest reserve on a higher plane than at present, making them more like the Yellowstone and National parks. Commissoner Hermann, of the General Land Oflice, has conferred with the chairmen of the public 1 mds committees of both House and Senate relative to the pending bills to repeal the timber and stone act, which he regards in its present shape, as bad legislation. But before the law is repealed the Com missoner urges the repeal or modi-' fi Mtion of the forest reserve licu 1 aid law which he says is tin; most v'.cioue law on the statue books. The repeal of the timber and s'one act would cut off all ways to procuring title to Governm?nt Urn her lande save by scrip filing.-. Under date of Xovemhcr 2-1, Secretary Hitchcock wrote a letter to Com missioner Herman relative to en tries heing mude under the timber an 1 stone act, in which the follow ing langngage occurs: "I now direct that until further order by the department you sus pend action on all entries under said act now before your office, o. th it tii.iy liereattir come ""before ii from the states of Oregon, Cali fornia and Washington." Further along in the letter the Secretary says: "You are also directed to have some of your most competant and trustworthy special agents proper ly investigate until further orders from the department all entries made or pending un !er the timber and stone act in the La Urande Lakeview. The department explains that this suspension U not carried into the local Land Offices; that entries may still be made in Oregon under the timber and stone act, and that proof may be submitted, but that when those cases reach the Gener al Land Oiliee they are or will 1m? suspended in compliance with the Kueretary'- order. The tourist travel between the1 East and the Pacific Coast has ( reached enormous proportions in the last few years, and calls for a succial class of equipment. To meet this demand the Pullman Company has issued from its shops what it technically calls the "Pull man Ordinary Sleeper." These cars appear similar to the regular sleepers being bnilt on the same plan, hut not furnished with the tame elegance. They are equipped j with mattresses, blankets, sheets, pillows, pillow-cases, towels, combs, I brushes, etc., requiring nothing of ! the kind to be furnished by the passenger. Each car bus a stove! for making tea and coffee and do ing "'light housekeeping," and each section can be fitted with an ad justable table. A uniformed por ter accompanies each car, his busi ness being to make up berths, Keep the car clean, and look after the mts and comforts of the pass enger.. In each of the trains which a. dispatched daily from Portland by the O. li. & N. Co. is to be found one of these "Pullman Ordinary Sleepers." The car at tached to the "Chicago-Portland Special" goes through to Chicago without change, and the one in the "Atlantic Express" runs to Kansas City without change. Passengers in this car for Chicago change to a similar car at Granger. Much of the first class travel is being carried in these cars, the mtes 1 icing lower, and the service nearly equal to that in the palace sleepers.
