Thos. Morgan, of Fniita, was in

that part of the county are certainly

The public schools, in this vicinity
at least, are not in a very nourishing
condition. There are not more than
one hundred and fifty pupil in the
school in the town of Santa Isabel,
though a city of not far from a thous
and inhabitants, iilthoii'.:h in the
school district there are four times
that number of children school age.
Education is compulsory hut the
people do not consider it. so. Child
ren swarm the streets during school
hours and very little notice is taken
of it by the proper authorities. Poli
tics in its promt sta;:.1 of t'evclop

to have taken a fi.iu hold of the peo-
iple, especially the great mass of lower
classes, and at the prc-i :t time the
United Slates govern; ii,;,t is very pop
ular with ihem. The republican party

long to it, while the federal represent
the conservative element and have
within their ranks -.he few Spaniard
j and all those not satisfied with the

Under Spanish rule as no one had a
j vote, except lie had property sufficient
j to be assessed a tax of if 25, and as al-
most no negros and the majority of
I the whites own no property, the prop
erty owners have pretty much their
own way. Xow, under the rule of
equal sufferage, this class feels little
restive at the results of elections when
negros get office. The president of
the present school board is a negro.
The school is not a success. There
has been but two teachers, for the one
hundred and fifty pupils, thd principal
a Porto Rican, and very lax in disci
pline, and the teacher of English, un
til a week ago, when a lady, the wife
of a physician in town, was employed
for the intermediate grade. When
'the American teacher of English, ac
customed to the well regulated schools
in the north, interviewed some of the
foremost business men of Santa Isa
bel and endeavored to enlist their ac
tive interest in the condition of the
school, they replied with a shrug,
"The president of the school board is
a negro. What can you expect from
such a state of things?" The wife of
the physician, who is a finely educated
woman and a lady, has been a candi
date for a position from the beeinnine
j of the school, but not employed until

er has, ever since her employment,
been doing her best to eradicate it.
The pupils have never had hiiv real
school training, and the schools are
anything but orderly and idea-mnt.

and do not seem to be at all vicious.

ers with authority to organize tint
schools on American models should
be employed. There is no regular at

today and out tomorrow and no olllcer
makes it his business to inquire into
the cause.
Porto Rico is divided into seven
school districts or departments, each
supervised by an officer, directly or in
directly under the control of the com
missioner of education at San Jiiiin.
The schools of Santa Isabel have been
in progress since the first of October,
One visit of half an hour has been
vouchsafed from the supervisor and
the school in in strenuous need of ufc
least a day's active supervision per
month until it is in good work it g
order. The children as a class, han
no habits of application and the p.i T
cuts have no idea whatever of what
an education mean., to their children.
It will take years and money and la
bor to get the schools to a point where,
they can accomplish a systematic
routine of school room discipline and
this generation will have nearly pass,
