Contrary to Eu ropean telegrams, there is no reason for supposing tbat the Spanish Government took offense at the proposed mediation of thj United States! . in the Cuban matter, or has sought to involve other governments in its action. The Spanish Government after mature deliberation has thanked the United -.States Government for its triendiy disposi tion, but is not willing to accept the terms proposed. The resolutions of the Republican Convention reaffirm devo tion to the principles and policy of the Re publican party, declaro tbat the Democratic party has forfeited forever all claims to the confidence pf the people ; assert that the reconstructed States are not before the watchful care of the National Government; welcome repentant rebels back to citizen ship, while insisting upon complete protec tion to loyal whites and blacks ; express the utmost confidence in the administration of President Grant ; require a just distri bution of the burden of taxes, rigid econo my in public expenditures, less special leg islation, a material abridgement of sessions of .the legislature; assert the right of pro tection of labor, and tbat legislation on the subject of temperance should be left to the legislatures. The Grand Lodge of Good Templars yesterday adopted a ' platform which says : The solid and great principle of our order is in the assumption that everv Temolar will do all he can. both oy precept and example, to abolish the sale and ,use ef intoxicating drinks. The doctrine of prohibition for each individual and for the society, stands first ia the teach- tags of the order. While we are not a po litical organization, but rather an institu tion to educate the people to political ac tion, the Good Templar, in discbarge of .JiU duties as a citizen, should recognize I the claims of ait obligation, and do all in his power to-rescne and force restrictive and prohibitory legislation. The time has not come for the organization of a political party on tnis issue, oi to time bas come for every; T-p'ar to engaga in temper ance, keeping in mind that we can labor for (he largest immediate' results not imprac ticable. A telegram i'voax Sickles was read in a late Cabinet meeting, to the effect that Spain respectfully declined the media tion of the United States. Many frands are discovered to have been perpetrated in the Nev Orleans custom house.during the administration of President Johnson. Small vessels were cleared with cargoes of whisky of three times their capa city, and sent to imaginary merchants in Greenland or Honolulu, at least on paper, while in fact the whisky was sent West, or put into the market there. Gen.Canby publishes correspondence bad a month before the Virginia election with prominent men, telling them he should re quire the test-oath of members of the Leg. ilatiire. Bonder is said to have consented to a race between Dexter and Lady Thorn, to take place this week. Proceeds to go tne Avondale sufferers. , News from Cuba is unfavorable to the in surgents. Two of their generals hnve been assassinated, and Cespedes has taken the command in person. The wires give the particulars of the gold panic in New York, caused by locking up gold in piivate hands and loreing those making sales then due to pay a heavy mar gin. The speculators claim to have cleared eleven millions, though, as iu the morning gold went np to 1.C2 und fell the same day to 1.34, both sides were disappointed. Bout well is accused by speculators of having failed to counteract the speculators, and he refused to sell gold until the next day. A largo number ot gold gambiers are ruined. James Fisk. Jr.. is said to have lost heavily. A number of firms have suspended. The crowd Feized Fisk ami threatened to hung him, and he got a black eye as it was. The Tribune thinks a single dayrs transactions in gold reached $500,000,000. Foreign. The Guardian says a manuscript in Lord Byron own handwriting will soon be pub lished by Mr. Slowe. It is said that France has sent word to Prussia and Baden that the annexation of the Grand Dutchy of Baden will be consid ered a cause of war. Republican Club meetinfis heve been sus pended iu Madrid, because resolutions were passed by them condeming a monarchy. , Father Hyacinth has left his Convent in Paris, and gone home to his parents to await the decision of the Roman Council. California. The S. F. Chambers has discussed the Postal Telegraph system and decided in lave- of it. The Red Stockings, of Cincinnati, have played Base BhII with the Eagle Club. San Francisco, and beaten them 25 to 4. Gen. E. D. 3aker. The following inspired passages, spoken by the late General E. D. Baker, we clip from the Humboldt Notional. The first is irom a speech delivered in San 1 rancisco in 1SC0 on his way to Washington as Sena tor from Oregon : " We are a city set on a bill. Our light cannot be hid. As lor me, I dare not, I will not be false to freedom. Where the feet of my youth were planted, there, by freedom, my feet shall ever stand. I will glory in ber strength. I have watched her, in iiistory, struck down in an hundred cho sen fields of battle. I have seen her friends fly from ber. I have seen her bound to the stake ; I have seen them give her ashes to the wind. But when they turned to exult. 1 have seen ber again meet them face to face, resplendent in complete steel, brand ishing in her right hand a flaming sword, red with insufferable light. 1 take courage. The people gather around her. The Genius of America will lead her sons to freedom." The following is bis apostrophe to the comet of 1858, spoken at the cable celebra tion in San Francisco on the 215th of Sep tember of that year : " We have accomplished a great work ; we have diminished space to a point ; we have traversed one-tweltth ot the circumfer ence of our globe with a chain of thought pulsating with intelligence and spiritualiz ing matter. But, even while we assemble to make the deed and rejoice at its comple tion, the Almighty, as it to impress us with a becoming sense of our weakness compared with his power, has set a new signal of his reign in heaven. if to-night, fellow citizens, you will look out from the glare of your illuminated city to the northwestern heavens, you will per ceive, low down on the edjre of the horizon, a bright stranger, the comet of 1858. then supposed to be the comet of CLarles V., pursuing bis path across the sky. Auiiu the starry hosts that keep their watch, it shines, attended by a brighter pomp and followed by a broader train. No living man bas gazed upon its splendors before ; no watchful votary of science has traced its course lor nearly ten generations. It is more than three hundred years since its ap proach was visible from our planet ; when at last it came it startled au Emperor on his throne, und while the superstition of his age taught him to perceive, in its presence, a herald and a doom, his pride saw in Its filming course and fiery train, the announce ment that his own light was about to be extinguished. Iu common with the lowest of his subjects, be read omens of destruction in the baleful heavens, and prepared him self for a fate which alike awaits the might iest and the meanest. Thanks to the present condition of scien tific knowledge, we read the heavens with a far clearer perception. We see in it the predicted return of the rushing, blazing comet through the sky, the march of a heavenly messenger along its 'appointed way, and around its predestined orbit. For three hundred '"years he has traveled amid the regions of infinite space. Lone wan dering, but not lost,' he has left behind b'm shining suns, blazing stars and gleaming constellations, now nearer the Eternal Throtie, and again on the confines of the universe, ile returns, with visage radiant and benign; he returns, with unimpeded march and unobstructed way ; he returns, the majestic, swift electric telegraph of the Almighty, bearing npon his flaming front the tidings that throughout the universe there is still peace and order ; that amid the immeasurable dominions of the Great King his rule is still perfect ; tbat suns and stars and systems track their endless circle and obey the Eternal Law." The latest story of progress in Hindostan bas a certain grim picturesquences which is almost humor. The great festival of Juggernaut was held at Serampore in July. We all know what this used to be be for is it not in all story-books and pictorial geographies? the priests npon the plat form of the huge cars dancing and shout ing, hundreds of worshippers pulling at the ropes, and crazy devotees flinging them selves beneath the wheels. This year the crowd attracted by the spectacle was small. The cars were dragged a short distance, by hired men, and then left half in a muddy ditch, with the idols still iu them and the flags flying. When' the priests urged the people to pull, f he irreverent populace cried out. " Why don't you come down and pull yourselves?" Nobody was crushed, nobody was hurt, and only three men got drunk. - JYo York Tribune. The " paregoric wedding" is the latest novelty and is the first on the list. It is given on the first anniversary of a married couple. who have meanwhile been blessed with an heir. Banditti in Greece. It was thought to be a service of danger five and tweny years ago to coast the shores of the Morea iu a sail- in' vessel. Ihelrteek pirates were: tolerably certain not to lose the oppor tunity, when the ship was becalmed, of attempting to land her, and, if they were successful iu the attack, it was no uncommon thing with them, as soon as the work of plunder was over, to murder all hands on board, and finally to sink the vessel, so that no trace might be left of the deed of dark ness. If in these days piracy has di minished on the coast, brigandage is Ptill rampant on the main land. If the Greek banditti of the pres ent day do not massacre their victims it is only because a more refined sys tem of villainy has taught, them that it 13 unwise to do so. It is positively unsafe to venture unarmed outside the town of Athens. The peasants working in the field are armed to the teeth, and not a vehicle passes on the road without being prepared for a state of siege. Very recently the son ot a coffee-house keeper was carried from his father's door at a village in the neighborhood of Eleusis, and 1,000 francs were obtained for his ransom. Nor is it ontside of the capital alone that the banditti ply their trade. A grocer and two butchers carried off trom-Athens have lately been ammg the numbers of the redeemed. The expedients of the brigands have fur a while relieved the monotony of this proverbially dull city. The. sages-fern mes have offered them a" fair harvest. More than one instance has occurred in which these worthy people have been decoyed hy disguised brigatuh calling them to the assistance of Women who did not require their offices. The consequences have been disastrous for the eages-femmes, for as these women are usually supposed to have collect ed some money, the ransom demanded for their liberation lias been compara tively large. If the traveler crosses the Isthmus of Corinth, he will si'e soldiers at every few yards, crouching, since, if only for ihe. sake of commerce, this part of the country must be protected, while his baggage will be preceded and followed by an armed escort. The Greek villagers gave good reasons for fearing the vengeance of the brigauds and will not risk the devastations of their homes and their lives by giving information against them. The sad dest feature of the whole history is that one who is high in authority in the kingdom is constantly named as conniving in this shameless system of. villainy. The people do not hesitate to tell you that brigandage is not put down because this dignitary sprung from a brigand's race bimseli will have it so. Foiled in her intrigues in Candia, Greece may be said to have now turned her eyes to the European provinces of Turkey. Greek schools are becoming widely spread, but in their establishment the Turk sees a political rather than an educational propaganda. Greece, however, may rest assured that no ambitious designs on the part of a country which cannot maintain interred order will meet with countenance from the Western Tow ers of Europe. v Huiions oi" Divorce. A sausage maker in Cincinnati, named Xavier Andrei has sued for a divorce from his second wife, because she cannot assist him properly in selling his sau sages. Ue claims that he was de ceived in her. -Before their marriage, she had told him that she could neither read nor write, but was good atfigures; and he thought that it she could read figures, she would do to attend the shop, and so he took her for better or worse, and found her worse. She could not count, and therefore would make mistakes in giving change to the customers. lie had given her S150 to dissolve the the matrimonial partnership, but she had refused to leave after getting the money. He told her she would not do for him, and-if she would not leave, he would sell out and go to work as a journeyman. He wanted articles of dissolution drawn up, but the Justice told him that marriage was not like a business partnership, aud could not be broken off for any such cause. A Curious Panic We hear a terrible outcry about the danger to our civilization and our religion from the influx of 'Chinese heathen.' Now, we have for a great many years been sending missionaries to China, at huge expense, to convert these 'heathen.' Ought we not to rejoice when they come among us, and so save us the trouble and cost of the missionary business ? If we are bold enough to grapple with Paganism in its stronghold, ought we to flinch ffoin the encounter when it comes into our own camp, where we have every advantage of strength and numbers 1 Isn't this panic -about the 'danger to Christianity, and civiliza tion' somewhat inconsistent ? If we can't hold our own with the many ad vantages we possess, the presump tion would seem to be that we must be wrong. A favorite play with Dr. Whatley was pencilling a little tale on paper, and then . making his right hand neighbor read and repeat it in a whis per to the nest man, and so on, till every man round the room had done the same. But the last man was always required to write what he had heard, and the matter was then compared with the original, retained by his Grace. In many instances the mat ter was hardly recognisable, and Dr. Whatley would draw an obvious moral. But the cream of the fun lay io his efforts to arcerlain where the alterations look place. Hia analytic power of detection proved, as usual, accurate, aud the interpolators were playfully pillored. The play is called "Russian Scandal." Old Billy W., a hard case, was dy ing. He asked for bread The doc tor approached the bed side and in a solemn tone remarked ; 'My dear fel low, man cannot live by bread alone.' 'No,' said the old felow, slightly re viving, 'he's bleeged to have a few wegtables.' The subject was drop ped. . -- Cicero gives expreBnion to a beau tiful thonght when he says, I go from life as from an inn, not as from home.' A Smiling Face and a Kind Heart. Which will you do smile, and make your household happy, or be crabbed, and make all those young ones gloomy and the elder ones mis erable ? . The amount of happiness you can produce is incalculable, if you show a smiling face, a kind heart, and speak pleasant words. Wear a pleasant countenance ; let joy beam in your eyes, and love clow on your forehead. There is no joy like that which springs from a kind net or a pleasant deed ; and you will feel it at night when you rest, at morning when you rise, and through the day when about your business. Said a speaker at a Sunday School exhibition ; 'You boys ought to be very kind to your little sisters. I once kew a bad boy who struck his sister a blow over the eye. Although she didn't fade and die in the Sum mer time, when the June roses were blowiu?:, with sweet words of kind ness on her pallid lips, she rose up and hit him over the head with a roll ing pin, so that he couldn't go to school for over a month on account of not being able to put on his hat.'
