Circular Letter From the Head Letter Office.
Following is a synopsis of circular
sent out by the sujierintendent of the
Dead letter Ollice under date of Septem
ber 1st, lS'.H):
Over six million pieces of mail matter
are sent annually to the Dead Letter
Otlico by reason of incoriect, illegible, or
deficient address, insufficient postage,
insecure inclosing, whereby matter
mailed becomes separated from the en
vcloaj or wrapper, or the failure to be
railed for or delivered to the person ad
diossed. This ia a daily average of over
twenty thousand pieces.
Of these tho greater portion are not
culled for at the pct ollice to which they
are directed, or in case of free delivery
offices, the addressees cannot be found,
notwithstanding ever known means is
resorted to on the part of the postal otli
ciula to oiled delivery.
Mutter sent to the Dead Letter ollice,
which cannot be delivered to the person
addressed, is required to be opened in
its treatment tor the purpose ol return to
the sender, and if the name and address
of the sender be not shown or cannot be
ascertained from the contents, and it
contains no valuable inclosure, it must
be destroyed,
letters opened and found to contain
any inclosure of obvious value are en
tered upon proper records, anu oi sucp,
those which do not disclose sutlioient in
formation to enable them to be returned
are tiled, subjoct to reclamation upon
proian application and ldenliucatiou.
Lettors which contain no inclosure of
obvious value are not recorded.
l'ackagos and parcels are recorded,
and where they do not disclose the name
and address of the owner are tiled ; i
not culled lor or claimed within two
years they are disposed of at public auc
tion and the proceeds converted into the
Unietd States Treasury.
A large proportion of tho packages and
parcels sent to the Dead Letter Ollice
fail to be restored to the owners be
cause of the absence on the wrappers or
inclosnres of anything to indicate own
ership thereof.

ers designed it to go ulay be of interest,
and the mere statement of it carry with
it suggestions which may serve the pub
lic in its exercise of postal privileges.
Among the letters which find their
way Dead Letter Office, the largost pro
portion are insuflicient address, or no
adtlres whatever. Next in order comes
those held for postage, together with let
ters, etc., addressed to Canada and Mex
ico, mutter to these countries being un
muilnble except upon full prepayment of
postage. Then come letters addressed
to persons in care of hotels, and ficti
cious addresses. Many are articles of
merchandise which are misdirected, or
the address has become separated or
lost.

One great advantage of the great Will
amette Falls over all other wuter powers
of the country is tbat ice never interferes
with the water wheels as in the East,
and the cheapest water power in the
world can be used continuously through
all the seasons of the year. Another
point in its favor is the nearness lo the
ocean and Portland, where llie largest

Among the manufacturing enterprises
of Oregon City is the Oregon City Man
ufacturing Company, who are the own
ers of the immense woolen mills and
soap works, and have been established
for many yeaes. Thev make the finest
goods, and turn out a product of over
a million dollars Hnnuully, giving em
ployment tu a large numWr of skilled
workmen. Two lurae tiouring mills
with a capacity of 760 barrels uf flour
per day are kept in constant operation.
The Willamette Falls Excelsior Com
pany, who manufacture excelsior from
cottonwotxl, and make shoddy from rags,
use 1000 cords of wood and oOO.OOO
pound of rags annually.
The Crown l'aper Mill Company will
employ about sixty workmen, oner-half

roll will amount to about 175,000 a year.
Tiie mill will use 15 tons of straw per
day, producing 10 tons of 6traw paer.
Manilla and other classes of paper will
be manufactured, making an annual
product of gbout $200,000.
The Willamette Pulp and Pajicr Com
pany is composed of some of the leading
paper manufacturers of America, and
they have in successful operation a
large pulp mill, for making a wood pulp
mill trom Cottonwood and spruce. This
mill has a capacity of twentv tons in 24
hours. Within a short distance is their
immense sulphite mill for manufacturing
wood pulp hv chemical process. Tics
mill is completely equipped with the
most expensive machinery. This com
pany have commenced work on a new
mill for manufacturing news and line
grades of paper.
The Willunietto Fulls Electric Com
pany who generate their power at the
Falls are not only supplying Portland
and Oregon City with light, but are
making substantial improvements in
their plant preparatory to furnishing
power to small manufactories in Port
lund and Oregon City. The new elec
tric motor line from Portland to Oreszon
City, will be propelled by powor from
me Bome Bourco.
Hcsides the factories above mentioned
Oregon City has two extensive sawmills,
iron works, two box factories, sush and
door, furniture and ice factories, scroll
and moulding works, cigar factory, chair
factory, brewery, cement mill, 'an ex
tensive fruit, vegetable and fish cannery.
There is abundant room for more fac
tories of various kinds, and the most lib
eral inducements are "jtl'ered.

Fruit and vegetable lands can be sn-
cured on the most liberal terms and the
surrounding country produces fruits and
berries of all kinds, of the best quality
equal to those produced in California,

of from $1500 to $000 per acre, and can be
contracted to the cannery from one to

Oregon City has splendid transporta
