Wiiii c llio new state of Wahingtou lias no advantage in natural reurct'$ and ad vantage over Oregon, il t making rapid stride in progress and advancement far lu excess ofthe impruvtmiviits made III Oregon. The whole secret lies in the fact that Wash ington encourages investments, and gives every iii, lucenienl to capital, while on the other hand, Oregon dmxnirage the invest men! of capital by strict legislative enact ment. The lan of Washington favor th inn ".luient of cnpital, w Idle the taws of Or gon practically forma it, Investment are free in Waliingtoii ; in Oregon they are haiiiHrevl, traniiiielltsl, restricted by our tax law and by the practice thai have crown up under them. There Is no usury law in Washington as there I in Oregon, and trolley may lie lent In th former place without subjecting the lender or borrower to tat. What ha hmudoneiii Washington in the la-t few year has been mainly 111 work ul' capital introduced from abroad If Oregon ects to liavj capital Invested in her manufacture, her lax system must be amended, and the mortgage tax law repeatisl. Our mortgage law utterly fail of the purpose for which il was intended. It doe. nut favor the borrower, and if it evn mr.kes the lender pay a lax h simply hifta it. Hut it doe lioede business transact ions : it ibies prevent the free movement and investment of money; it does keep capital out of the state, ltv all means insist on having t tic next legislature real th mort 10 invest in i ne niaiiuiacinnis ol our ltal. A Commissius is in the course of forma tion in the war department lo select I site on the l'm-ilie ciast for an ordnance manu factory. It is necessary to get an inland site at Homo point where ib-ep water and rail transportation are available; also where the manufacture of steel can be located. These conditions make it necessary to secure a site lit some point in Oregon or Washing ton, cither u ui the Columbia or Willam ette river, or some of the Inlets from Puget sound. Naval otllcem generally believe that the dry dock will be located on I'uget sound, and army ("Hirers seen l to favor soul Kilnl mar l'yrtlaud for the ordnanc manu factory. As the Willamette could be made navigable (or the largest Vessels with a com paratively small outlay to within a short distance of Oregon City, and it is necessary to lie near a manufactory of iron and steel, it w ould he a mutter of economy to have the ordnance manufactory located at a point near Oswego In Clackamas county. The at tention of the Oregon City Hoard of Trad is called to this important matter, a it is vvortliv of their serious attention. Turin: is a grow ing sentiment throughout the Vi illamctte vulley in favor of having a good dredger built to keep the Willamette river from J'ortlAnd to the head of naviga tion char, it is probably true that in the future the railroads will carry most of th heavy freight of the upper valley, yet an open river is the farmer's safeguard a&alnst transportation monoiKilics. The freight record of each year shows that many ship pers lind it convenient as well as economi cal to patronize the steamboat trade, and no doubt the river tonnage would lie largely in creased by such attention to the channel as is required 70 keep it in good condition throughout the boating season. The Salem Statesman suggest. that If the government docs not see fit to provide a dredger for this purpose, that the towns along the river should contribute to the construction of one. This matter is worthy the serious and favor able consideration of every town on the Willamette river. The increase of our population, as well as the progress of the people In intelligence, Is marked by the Increase in the number of new post olllcca, iJtiring the past fiscal year the number of new ones established i a the largest in the history of the country. There were on June V), 18U0, a total of 02, IOfl offices in operation against 68,!M) at the close of tho fiscal year of 1H9!). Penn sylvania obtained the largest number of the new offices, and then they follow ill order, Texas, Virginia, Kentucky, Alabama, and Georgia suggesting thut the Republican administration lias been looking closely idler the postal needs and Interests of the Houlhern states. Tim situation of tho farmers in Kansas seems to bo improving. According to trust worthy sources, there is a tendency toward a reduction of the number of mortgages In force in that state. The releases are now in excess of the niortuges placed on file in various counties. In numerous sections of the state there is a substantial and consider able progress being made toward a sounder financial basis by the owners of land; and the prospect of " dollar wheat" In the near future spans the sky with the rainbow of hope. The preacher who trotted his fast horse in a race at Barunac, Mich., is to be brought before the church conference. Politics and preaching appear to bo a more successful combination. Ministers should stick to politics a side Issue, and not fool with couuty fairs. In Main there were four women census enumerators. They did their work accura tely and expeditiously, which Is more than can be sa;d'ofsome of the male enumerators, A woman always does lior work well.
