Uad Literature for the Young.
Contemio.-ary Review.
In our own country the conditions
of the growth of this bad kind of
literature for boys and girls are to
bo seen. some of theru at least, lying
S plain upon the surface. There is
the rapid increase of population;
the dilTusion of the capacity to read
among the classes whose circum
stances ore in other respects most
unfavorable to the formation among
them of proper standards of taste
and good feeling; and there is the
fact that the young have of late
years been turned out early to earn
their own livings, and left pretty
much to their own misguidance.
Whether a state of civilization like
that of Jj ndon and New York can
exist without "social . deposits" of
such a kind that these or similar
conditions will always bo reappear
ing in ,f.)me shape, is a question on
which opinions will differ. But we
believe it is certain that the-existence
of this vile literature, whether
for old or young, is a comparatively
recent phenomenon. There appears
to have been nothing like it (of
coursolhe name thing could not have
" then existed) when the late Dr.
Ivitto was engaged in those struggles
after something to read which he has
so admirably recorded; and there
seems to have leen nothing like it
At that date there was much more
broad indecency in caricatures and
i in popular literature for adults; we
have nourishing in vile luxuriance
whole jungles of literature, cuieliy
for the young, such as IVIr. Anthony
Trollopo and Mr. James Greenwood
have, each in his own way, described
in magazine articles.
The alarming and dispiriting part
of the case is the gradual spread,
. upwards in what is called the social
scale, of this sort of trash. Any ob
servant person may notice low news
papers and low periodicals in houses
(f a pretension which would seem to
point to something a great deal bet
ter, Respectable people people
who have influence in vestries and
on school boards may every day be
seen spending money on fine dress
and furniture, and, while they go
regularly to church and maintain all
the respectabilities, taking in journals
and magazines that one would be
forehand supposft to bo quite be
neath their notice. It is indeed un
deniable that the last ten years have
witnessed a general lowering of the
standards in all strictly popular
literature. There is more amateur
or half-amateur literature; thercP is
more false and vulgar sentiment,
even where there ii what is called
"pure Christian teaching;" and
every where there is a pandering to
the appetite for luxury and worldly
success. -
It is, perhaps, in the popular liter
ature of America that we see the
leort favorable examples of the man
ner m which recent conditions of
livii.g affect literature for "the
masses." It is certainly to America
that we must go to see the most
barefaced instances of pandering,
and the most ingenious evasions of
the higher literary responsibility

A Mandate

For many years the sea lions anil
seals wliicu inhabit the elms near
the entrance to the bay of San Fran
cisco have been preserved by special
enactment, ana penalties imposed
on any person who snoniaKin or
disturb them. The result is that
they are probably now a hundred
times as numerous as tliev were ten
years since, and are to be found there
in thousands. When it is con
sidered that they weigh from two
to live hundred ponnds each, am
that they consume at least from ton
to twenty pounds of tish daily, it
will be readily seen that thequantity
.caught at the entrance of the harbor
f and in the Iiay of San Francisoo by
fishermen is small in xiroportion to
that consumed by these animals.
If allowed to increase at the same
rate for a few more years it will bo
dilHenlt for either shad or salmon to
oseapo them while entering our bay.
Tho li-ihermen at Vallejo and llio
Vista report that they tind many of
the siltnon to have been torn by the
teetli of these animals. Tl.ey iippear
now to serve no useful purpose other
than to gratify tho curiosity of stran
govs, and we believe it would be
well if the law which now protects
them were repealed, and nine-tenths
. of t: em were allowed to be shot,
that their oil might bo utilized in
-.fberlubrication of machinery. We
tironld recommend that -this law bo
repealed and, if necessary, again re-enacted
after nine-tenths of them
shall have beeu d 'slroyed.
