The County Court of Josephine at
its last session made a levy of
cents on tho dollar an increase of
ono-fourth of a cent over last year.
This raise is made to meet tho extra
expense liable to occur from the
Brigs and other cases.
Several of the bridges between
Lafayette and Chehalem valley are
sadly in need of repair. Some are
dangerous to cross. One just this
side of Robert Denny's residence,
another in the Randall lano, and
two near tho Ish place.
The Monmouth Messenger says
the harvest in that vicinity is fully
in, and tho headers and "threashers
aro laid away for tho season. The
grain not cut boforo tho rain was
not seriously injured by the sprink
ling. A live cougar, or California lion,
is now on exibition in the Museum.
This is the fiercest aniuiial known on
the Pacihc coast generally. This
one is large of his age, and withal
very docile. ITe was purchased for
the Oregon Museum by W. B. Car
ter, editor of the Corvallis Gazette.
No persons shall hereafter be al
lowed to sell or givo away articlos
on the Fair grounds of tho Oregon
Stat-j Agricultural Society, either
during tho annual fair, or any time
before the commencement of the
same, until the license for the priv
ilege shall have been paid for, and
a recipt thereof obtained from the
Secretary, and the Secretary is here
by required to post such rule on the
grounds of the Society, and in pub
lic places in Salem, at least 20 days
before each and every annual Fair.

ington special says: Louisiana Con
gressmen here fully confirm the dis
patches containing letters from New
Orleans, representing that Gen.
Butler and others received fees for
defending the Kellogg Government
hero. Gen. Butler claims $.'3,000,
but was paid $1,000 by Kellogg,
and thereafter the record .shows he
voted for Warmouth and for the im
peachment of Judge Diurell, and
consequently against Kellogg. They
also say Senator Carpenter and Ca
leb dishing received only $5,000 for
fees for arguiug the quo warranto
cae against Durrell in the United
States Supreme Court
Senator West of Louisiana, has
made public a letter, dated Septem
ber 27th, and addressed to Collec
tor Casey, of New Orleans, on affairs
of the State government, Kellogg's
abandonment of the Executive office
on tho occasion of tho Penn revolu
tion, aud the Governor's imputation
of intentional bombproof absentee
ism on the part of the friends of
Senator West. lie (West) says
many aro of tho opinion that Gov
ernor Kellogg, in his own right,
would have displayed greater hero
ism to the Chief Magistracy had he
dismissed his, of necessity, ineffi
cient defenders, and stood alone in
maintenance of his Executive rights.
"If Governor Kellogg regrets my
absence he knows I visited the
North at his written request to lay
before tho President the condition
of affairs in the State of Louisiana,
and also to solicit Federal support
for his Government when its integri
ty should be imperiled. If he
wants his political friends who are
absent to assume fighting garb, they
might prefor some other leader.
Generally the Kellogg administra
tion, since it came into power, has
bee.i exercised in the true interests
of the State. It is environed with
difficulties sufficient to dismay the
stoutest heart, and it has of late re
ceived such a shock as to make its
most determined supporters doubt
whether he is competent to exact
obedience to its authorities, even
with the assistance of the parent
Government-" In regard to the re
cent conferences Senator West
says: ''Propositions looking to
avoidance of fraud in elections,
though eminently just by all means
to be adoptad, should be preceded
by a promise and guarntee on the
part of Democrats to prevent mur
der, protect life, assure and admit
full expressions of opinion, and to
abstain from all intimidations of
colored p rsons."
