Jlr Smith, of Virginia, has intro
duced a bill in the Lower Honse of
Congress to prevent "nepotism" in
the public Berricw. It is disgraceful
to the country that such a law should
be deemed necessary, and shows
bow widely the' public men of the
present generation have departed
fiom the examples set by our early
rulers. It proves that politics has
become a trade, a mercenary pro
fession, out of which money is to be
made, and public office held to be a
personal franchise instead of a pub
lic trust, and is employed to build
up a ruling class a pap-sucking
aristocracy. Mr. Smith's bill ought
to pass, and rot we fear that the
dominant party in Congress, through
a tender regard for the champion
nepotist of the country, may defeat
it. The bill is i.i follows:
That no person employed in the
civil service of the United states in
any of the Bureaus or Departments
at Washington fehall be recognized
as an ageut or attorney for the pros
ecution of claims or patents before
any Bureau or Department in which
such agent or attorney shall have
been employed, for the period of
three years after the employment of
said agent or attorney in the said Bu
reau or Department shall have ceas
ed, whether by resignation or other
wise. That no person shall be employed
in any Bureau or Department of the
Government of the United States
who is a member of the same family,
or near relative of tue appointing or
nominating powtr of said Bureau or
Department.
Tuat no person shall be recognized
as an agent or attorney in any of
Haid Bureaus or Departments when
the decision of the matter in issue
devolves upon any member of the
same family or relative of said agent
or attorney.
Tuat no person shall be recognized
as au agent or attorney before uny
Bureau or Department of the Gov
ernment of the United States fu any
matter whicii was riled during his
employment therein.
That any oilicer of the Governmeut
of tu United States, or otner person
who shall violate, or who shall aid
or abet in the violation of any of the
foregoing pro visions of tnis Aet
bhall bo liable to indictment as for
misdemeanor in any Court of the
United States having jourisdictiou
thereof, and, on covictiou, shall pay
a tine not excet-ding c'5,000, or suf
fer imprisonment in the penitentiary
not exceeding one year, or both as
the Court in its discretion may
adjudge.

It is surprising that so many peo
livo without taking thongut of tiie
morrow. lteeLless expenditures to
ensure ease for fne jresent, seems to
bo the order of the day. With all
the accomplishments of the young
people, nowadays, how few have the
education which will enable them to
enconomize in time of need ! The
girls' smattering of the languages
won't do this, nor the hoy's
fckill n,t billiards; and thus the
household expenditures suffer from
the lack of au intelligent system of
housekeeping, and the ignorance
of the younger branches of
the family both on this point and
the way to earn their own living.
Isn't it high time that there shouid
be a change m this respect lue
chances and changes of business, and j
the uncertainties of investments, j
make sad havoc with the position of t
once well-to-do people, and liud too
many members of families unable to
do any tiling to keep the wolf from
the door. The Same neglect of a
sound and reasonable education, pre
vents the wives and children of work
ing men from helping to bear the
load which presses so heavily. How
many good housekeepers are there
among either the upper or middle
classes who can, by careful manage
ment, so reduce their expenses as to
tide over dull times, and in bright
days have a surplus read' for the
savings bank? This is a practical
question to which our household
economists suould pay attention.
Although the cost of living has large
ly increased during the last decade
of year3, it is still possible by the
exercise of judicious economy and
foresigii.t, to provide for tho ne-;ds of
the ramy da v.
