Taxation Jnoiith Carolina.
In Scrih tier's, for June, Edward
Kiug gives an interesting article on
on this question, which we copy for
the benefit of our leaders. It give-,
an idea to the reader what class of
people are controlling that once
proud and happy State. He says:
Many of the lowland negroes were
tirinly impressed, when they were
lirst called upon to use the ballot,
that they -were to gain some property
by it, and great numbers of them
still have an idea that they have been
in some manner defrauded of what
they were entitled to. They have
also been toM by so many legislators
of their own race that all of the prop
erty once their masters", now prop
erly belongs to them, that they have
taken literally to believing it, in
many cases, while, in others, they
consider the whole thing a muddle
entirely beyond their comprehension.
Tnis assertion that, tlie negroes onght
to take tlie planters lands, has been
often made by white politicians,
who gained control of the negro. at
tlie time that the white natives refus
ed to take any part in the elections,
the re-organization of the State.
The whole theory of taxation in the
commonwealth, as evolved by Nash
and others of the few colored men of
talent in the legislature, is summed
up in these words, from the present
(overnor's last message: " The taxes
fall cliiclly where they belong upon
red estate. The owner cannot aH'onl
to keep thousands of acres idle and
unproductive, merely to gratifv his
personal ranity, and because he in
herited tlu ui from his father. Stern
necessity, therefore, will compel him
to cut up his ancestral possessions
into small farms, and .sell them to
those who can and will make them
productive; ami thus the masses of
the people will become propertv
hohlers." Swart Demos in the legislative
chair, with artful rogues around him,
remembers only that the tax was not
raised from land, but upon the
slaves, previous to 1800; and when
he thinks of it, very likely his blood
is hot, aud he willingly applies a
slashing tax to the land -owners. "In
the old days. he says, " vour cotton
acres, worth hundreds 'of dollars,
were only taxed four cents an acre,
but on four hundred thousand
wretches, such as I, you placed a
tax of 00 cents per head, and made
us work it out, thus getting
nearly half a million of revenue.
Now we will make you work out your
tax, and we will wrest your land
away from you." And so bitterness
is needlessly provoked on both sides,
and there is a veritable war of races.
It is not taxation, nor even an in
crease of taxation, that the people of
South Caroliua object to; but it is
taxation without rejireumtntion, and
unjust, tyrannical, arbitrary, over
whelming fixation, producing reve
nues which never get any further
than the already bursting pockets of
knaves and dupes!
At the meeting of tho Business
Council of the Patrons of Husbandry
for Linn county, a committee of
three was appointed to confer with
other Granges in tho valley, in ref
erence to securing the immediate
survey of the obstructions in the
"Willamette river. Messrs. A. S.
Powell, E. E. Fanninpr, and J. Whee
ler constitutes the committee. The i
Council adjourned to tho second

The Record says that "we are
pleased to know that all the difficul
ty in the case of C. W. Shaw, which
we have mentioned several times
pro and cot, as concerning Mr.- Shaw'
and Rev. I. D. Driver, Presiding
Elder of the District, has been amf
cably adjusted, aud that the same
committee with the same chairman
(Key. I. D. Driver), on a further
and fuller hearing have exonerated
Mr. Shaw from all charges of im
moral conduct in relationto manag
ment of funds, Ac, of Albany church
and all other charges."

A. Wilson, relict of the late Dr!
Wilson of Salem, died Yesterday
evening at G o'clock at the residence
of her son-in-law, Mr. J. K. Gill.
The remains .were taken to Salem for
interment on Thursday's train.

sons to be found who are so blinded by
prejudice as not to believe that a medi

and ot her departments are to be enlarged
and endowed with a fixed and certain an
nual income. Such an endowment fund
is desired as will secure beond perad ven
ture, not. only the maintenance of this
magnificent establishment, but its con
stant growth.
