stations on the overaowed region of
the Lower Mississippi, the Secreta

relief Jiil. He asks an appropria

based on issuing rations to 20,000
persons for twenty days.

possible to give an idea of the extent
of the overtlow. The water liere is
the highest ever known. The town
is an island, two and a half miles j
long, and a half mile wide, from
which there is no exit except by
boats. Bu.-iness is almost suspend
ed , and fully" 1 ,000 people have not
had rations for three days, nor mon
ey to buy any. The town is full of
starving stock of every description.
The river is still rising. Plantations
in this vicinity are all submerged,
and there are no prospect of crops.

About . the last of July, or the fore
part of August, I was requested to
go down from my work on the Custom-house
to the ofiiee of Hiagins to
sign a voucher, so, as it was said
that said Milwain could draw hi
money. When I got into said Hig
gins office, a voucher, or receipt,
was handed me to sign, for 114. I
was told to sign it; it would be all
right.
I signed the receipt, or voucher,
but got no money. A draft for that
amount (8114) was then handed nie,
which T gave to said Milwain.
About the 23d of September last,
another receipt was presented to me
to sign, for the sum of 153 and
some cents, for work in August on
the. dome of said Custom-house. I
signed said receipt, or voucher, for
said amount, but got no draft" at
that time. After that I had a settle
ment with said Milwain for said sev
enteen days' work on sail Custom
house, and was only allowed S3 50
for each day of ten hours, and get
ting in all only 850 50, though some
of that amo int was paid before all
the work was done. Said Milwain's
brother requested me not to tell
what I got for my work on said Custom-house;
but I make this state
ment that justice may bo done and
the truth known.

the passage of a bill requiring pat
ents to be issued immediately for
lands granted to the Central Pacific
Railroad, in order that they may be
