Yo would state that it is not the inten
tion of the Superintendent to deviate
from the rules which have been estab
lished by the Hoard, and that the same

the standard of competent teachers. and

been the' practice heretofore, we believe,
to issue certiiic ites to almost any one
desirimr to make application, on the
-round that if they were lit for nothin

believe that the money the people pav
as taxes toward our public schools
should be care full v and judicially used,
and not simply do the best tliey can
and draw the public money. In many
instances in this comity the public mon
ey has just been throw away, there lie-in-
but one term of school taunht. and
tli.it by a very inferior teacher. Worse
than the money bein squandered. The
time of the children was al-o thrown
away, and probai.lv false and pernicious
principles of leaehin- inculcated into
their minds which cannot be eradicated
for .months by a thorough and compe
tent teacher. While this sum of mon
ey has done no ood lo such disti icts
ii" mi lit have done much ood to some
other districts. Our idea is, to elevate
the standard of teachers, and to dis
count e tiiis idea that some people have
that when a man is not lit for anythin
else he is ood enou h for a school
teacher. Clackamas count v, as far as
we have seen, lias apportioned, more
ni-itiev to the scholar this vear than
anv other eountv in the State, it bein-

This money should be pru ! ntly used
lo accomplish the object for which the
people pay it into the common treasury,
and not allow it to be thrown away on

ty, which reported to us this year, but

tent teacher one quarter, and nine oi;t

American heirs. This estate, which
is valued at thu enormous sum of

shire. England, and the property
comes to the heirs in succession, sev
eral of whom live in Chicago and
Alton. Anion- the number are J. II.
li. Henderson, of YV2'2 "Wabash aven
ue, Chicago; the heirs of tlie late
(Jen. Ij. S. llutnerford, and 3lrs. Dr
C. M. Smith, of Alton. The en-lish
heirs had heretofore obtained their
full interest, and the late decision
perfects the title of the American
lieirs.
This yast estate came first from Sir
Townlv, of Townlv Hall, Lancaster
shire. Sir Townl v had one son. who
afterwards married, and also left a
male child. Tlie latter never took
unto himself a wiie, and upon his
death he willed the entire property
to his sister Mary and her heirs.
The Litter married Chase and four
sons liichard, Thomas, William,
and Aequilla were tlie result of tlie
union, llieharil remained in Jung
land, but the other three, came to
America about tlie vear li"2!. A
(uilla settled in the vicinity of New-
burvport. Massachusetts; lhomas in
Ttlio.le Island, and William in Yar
mouth, Massachusetts.
Tlie amount originally bequeathed
was ."sr,0()0,(H)) of which one-fourth
was distributed to the heirs of
liichard, in England, and the remain
ing three-fourths, by the late deci
sion, is to bu distributed among the
American heirs. This decision was
telegraphed to one of the heirs resid
ing in Louisville, and several meet
ings have been held bv those interest
ed. It apitears that dtirin.g the past
twenty years one of the heirs has
been engaged in arranging and com
pleting the family record in Amer
ica and the chain of facts thus elicit
ed caused the above mentioned deci

James Chae and others, of this city
have an interest, and we are glad to
note the fact that they arc likely to
come into possession of their portion
of this immense wealth.

It is a sad thine to pass through life only
half "alive. Vet there are thousands whose
habitual condition is one of languor and
debility. They complain of no specific dis
