The First Boat Passed Throujrh.
The Locks are completed, ard a boat
has pai'd through. On last Wednesday
Cap- Smith received notice from Mr. Cold
smith. -the President of the Company, that
a steamer would arrive lore about;;! 1
o'clock, for the purpose of poSnjr through
the locki. At 17 minutes after 12 o'clock,
the Maria "Wilkin, x small boat, came h
siffht. on board of which were the three
Commissioner? appointed by the Governor
to receive the work on behalf of the State. t

locks at the time s'ated above, and was
passed ihfonrrh in one hour anTTorty-five
minutes, and returned and pased out at
the mou'h in an hour. The time necessary
to pass through will be about a half hour
when they get fairly into operation.
There waa.' considerable delay in the open
ing of gates on account of the rubbish ac
cumulated against them, which prevented
them from being opened as readily they
will hereafter. The boat was received
with loud cheers from the large crowd of
spectators who had congregated on the
walls of the locks, which was answered by
three sharp whistles from the boat. Every
thing worked splendidly and we were
taken from the lower liver to the upper
without apparently realizing that we had
been raised at each lock ten feet., C When
the boat-had passed through, and while
turning arovind. Gov. Grovor m-ole a few
congratulatory remarks to the President
of the Company, at ihe conclusion of j
which three' hearty cheers wert given for 1
the Company, ihe Fresident.Col. Teal and
Capt. Smith, and also the Governor. The
large ' assembled crowd - and those on
board were all highly delighted at the
way everything passed o.T, and the occa
sion filled ail present with a realization of
the great lact that the commerce uf the
Wil'.aruette is now free and unchecked by
the heretofore supposed impassible falls.
The occasion was one of great rejoieinrj.
