The New Dispensation. The
Radical Governor of Texas, in
order to conform to the principles
and policy of the Republican
party, fias declared martial law m
two counties of that State, and is
levying contributions on the citi
zens. ln some States they issue
a few millions of bonds in a quiet
way, and divide the proceeds, as
in South Carolina, and then have
the civil law set aside by the
President, which prevents, until
too late, a proper investigation. In
other cases, as in Texas, they take
the people's money by force, with
out ctbe expense of negotiating
bonds. In other States as in
Minnesota, Radical Governors re
fuse to sign bills until they are
paid for it, and in others they ap-
Sropriate the school funds as in
febraska. Before the Adminis
tration came to the rescue of these
gentlemen by proclaiming martial
law, it Avas the custom to impeach
a Governor for crime, unless he
fled the country like Bullock of
Geogia.
More Hazing at the Naval
Academy. -Five out of fifteen ca

these cadets have been guilty have
been of the most outrageous and
disgraceful character. In one case
a rvictim was compelled to drink
the contents of a mug containing
a, mixture or castor-oil, mucilage,
ink, tooth-powder, and a box of
cquinine pills. Another victim was
held by the heels out of the upper
story window of a building. Yet
another victim was compelled to
kneel down befere the Herndon
monument, and was compelled to
offer a prayer for the President,
the American Eagle, the Star Span
gled JLSanner, and ins persecutors.
Such practices as these deserve a
greater punishment than mere dis
missal.
If there is any one public ques
tion upon which the Republican
party is a unit it is to the financial
policy of the Secretary of the
Treasury. It is due to Mr. Bout
well to admit the fact that he has
a policy, and that he has adhered
to it from the beginning, and not
only adhered to it, but has brought
his party squarely upon it, and is
master of the situation. In this
he deserves the congratulation ot
liis friends, for if he is unsuccess
ful it is the defeat of the party,
but if he wins the victory is his own.
This financial policy of Mr. Jout
weli presents an anomaly in po
litical history. In all the Repub
lican State conventions it meets
the unqualified approval of the
party, while throughout the
the length and breadth of the
land there is scarcely an individual
Republican who is willing to en
dorse it.
Astonished. WhenMr. Greeley
undertook tosign his name on the
hotel register at Chicago, the Clerk
following the gyrations of the
great agriculturalist's pen, got ex
cited over the inky mystery, and
forgetting his politeness in his as
tonishment, burst forth with the
exclamation : "My G ! Mr. Gree
ley ! do you call that a signature ?
Why, it looks like a field of Nor
wegian oats after a cyclone !" The
veteran made no reply, but, crush
ing down a sickly smile, and im
thoughtfully depositing his carpet
bag on top of the clerk's head as
he bent over to examine the strange
legend, noiselessly vanished.
The editor of the Elmira, X. Y;
Advertiser has poor luck buying
medicine. He says : "I went to a
drug store early one morning for
a dose of morphine for a sick
friend. The night clerk objected
O to giving it to me without a pr
escription, evidently thinking that
I might destroy myself. "Pshaw,"
eaid I. do I look like a man who
would destroy myself ?" Gazing
o at me steadily for half a minute, he
replied : "I don't know. Seems to
me if I looked like you, I should
be greatly temp'ed to'kill myself ?"

Pegs. A youngster of only two
and a half, who had often heard
complaints in the family about
