Their positions are either remaining
unfilled or are being taken by an In
creasing number of poorly-prepared
persons. Normal and ether training
schools cannot meet the demands. The
number of students attending la rapid
ly decreasing.

Educational association from 1700
school superintendents who supervise
238,(73 teaching positions show a pres
ent shortago of 14,689 teachers, or
more thsn 6 per cent of their teach
ing positions. This shortage would
have been greater had proper stand
srda for teachers been maintained, but
the superintendents declare that they
are employing 23,004 teachers below
standard. Thla la almost 10 per cent
of tbelr entire teaching staff. During
the year more than 22 per cent or
52,798 tcacbera gave up their positions.

Seattle Reds Held For Deportation.
Seattle. Federal officiala announc
ed that twenty-seven alleged radicals,
arrested In raid bere Monday night,
are to be held for deportation. Three
hundred and sixteen were arrested In
the raids which were directed against
members of the union of Russian work
ers and other alleged radical organiza
tions. Many were released after ex
amination by department of Justice
officials.

Paris. The cabinet of Premier
Clemenceau has resigned. President
Polncare asked Alexander Mlllerand,
governor of Alsace, to form a new cabinet.
Distillate Taken Off Oil Market
San Francisco. Distillate has been
withdrawn from tha market by the
Standard Oil compan.

The losses suffered by the hotel

trial undertakings, the value of which
has declined 40 to 50 per cent.
OPPOSE ANTI-SEDITION BILLS
Compere Announce American Federa
tion of Labor will Fight
Washington. Formal announcement
that the American Federation of Labor
would oppose "with whatever power
it may possess" the enactment of the
anti-sedition bills now pending in con
gress, was made in a statement by
Samuel Gompers.
The attack of organized labor, ita
chieftain Indicated, will bo directed
Impartially against the Sterling bill,
recently passed by the senate and
against the Graham measure, based
on suggestions of Attorney-General
Palmer and awaiting action by tha
house rules committee for a special
rule to expedite consideration. Refer
ring to the two measures aa one bill.
President Gompera declared lta enact
ment "would violate the constitution
and rob the whole American people of
their most cherished and baaic guar
antees of free government"
When the special session of the leg
islature adjourned Sunday morning
after 3 o'clock, it left a record of pass
ing favorably on 84 bills, and a miscel
laneous assortment of memorials and
resolutions. Following are the consti
tutional amendments and other meas
ures to be submitted to the voters of
this state at the special election May
21: Extending rood limitation Indebt
edness from 2 to 4 per cent; relating
to debts and liabilities of counties, en
abling counties to fund their debts;
rolating to succession to governorship,
providing president of senate suc
ceeds; restoring capital punishment;
providing additional tax levy for op
eration of soldiers', sailors' and ma
rines' educational aid act; levying an
nual tax of 2 mills for support of pub
lic elementary schools; levying spe
cial tajc for erection, equipment and
maintenance of institution for blind;
providing tax of 1.2 milla for support
of University of Oregon, agricultural
college and Monmouth normal; relat
ing to acquiring of private lauda for
public purposea.

party" ticket bill which waa passed

Governor Olcott.
The bill providea a form of ballot
enabling the voter to approve an en
tire party ticket by a aingle mark of
the pencil. There ia a provision in
the bill, however, which allows tha
voter to scratch a ticket it he ao desires.

Chicago. Influenza continues t
sweep through Chicago at the rate ot
1100 new casea every twenty-fouf
hour. During forty-eight hour 227
new cases were reported and tha
deaths numbered twenty-six. Thera
were 3S2 new cases ot pneumonia and
sixty-six deaths.
