    IS WAY BACK
TO NORMAL
Carl Plehv Prefeeeor ef Finance.
University of California
Ot course the war upset business.
!t Increased tome Itnee euch at war
munition but decreased common,
everyday peace lines. Tba only poe
albla way back to norma? la to build
ub common business.
To gat back to normal mesne that
we hava to got capital back Into thosa
llnaa of bualnesa which bare fallen
bahlnd. If an IndlTldual baa met
great H?sa tha only way ha can make
blmselt whole again la by eating, by
atrlct economy. A country la only a
lot of IndiTiauala, fft haTO, collec
tively, to meet tba coat ot tha war.
aa aconomlo loea, although moral
gain. Wo can meet It only by ant
ing. Tha (oremment la coming to u
next month with tba Victory Liberty
Loan tha last ot tha Liberty Loan.
There ara aound financial and aco
nomlo reason why tha Victory Loan
should be brought again to tha peo
ple. Tha government could make us
save by heavy taxee right now. but It
prefers tha less harsh and wiser
course of borrowing our eavtnga now
and taxing on tba Installment plan, n
little each year.
Leave Banks Free.
Now It the people take the loan,
.a they must, the banks will be left
free to lend to the farmer, the manu
facturer, the grocer, the butcher, and
the baker so they can get busy again.
Then production and business will
grow and. by tha formula, prlcea will
come to normal Then wa shall nil
know "where we are at and get
straightened out again.
It we -leave It to the banks," they
will have "no funds" left for business,
big or little. We. ourselves, will not
be earing and the day of our redemp
tion will only be postponed. There
will result Inevitable Inflation and the
continuance of high and abnormally
fluctuating prlcea.
The Victory Loan la part of the war
Job Jurt aa much as any other Lib
erty Loan. We can not afTord to "let
George do IV because It we do we
shall be turning our hands from the
plow before the end ot the furrow la
reached, and leaving a big crop ot
weed to spring op.

cluding a aeltlement of the controver

the title of Flume and the Dalmatian

other delegations.
The Italian delegation has answered
all advancea made aiming at the estab

out assigning Flume to Italy by de
claring that any such aolution. even
If accepted by the delegatea here,
would be useless, aa neither the Ital

such an agreement for the abandon

While Weston is making laudable

wouldn't be a bad idea for the old
