Sam Blythe's story, "A Western Warwick," in the Saturday Evening; Post, may be taken to indirectly con vey a good deal of Information about the devious ways of politics and politic ians. A trained reporter and a shrewd observer, BIythe knows politics as it is and deals with it irreverently Beaeei it as uuspeakable bunk and smug by' pocrisy, and satirically reveals the so- called statesman in bis true colors. He shows that public men are first for themselves, secondly for their party and only incidentally for the nation. They are chiefly concerned in "playing the game," with the people as pawns and pelf and power ss stakes. While this is an Inevitable outgrowth of oar system of government we would not, probably, nave it otherwise. The American people expect to be hum bugged by one great party or the oth er, knowing that they themselves bsve s band in the game. They would nev er stand for the German system, with all its wonderful efficiency and compre hensive paternalism. Incidentally Mr. Blythe's story, although doubtless not so intended, constitutes a damning ar raignment of the republican bosses and the tariff- barons. Spread before ten million readers fire- for every Post subscriber it ought to do more good j for the democratic cause this year than tons of campaign literature. :: THE INCOME TAX. " Although no other result could be reasonably expected, the news that the United States supreme court has declared the Income tax constitutional Is gratifying; at least to all who haven't taxable Incomes. A way Is thus assured tor raising needed rev enue for federal purposes, especially In the direction of preparedness. One congressman has already Introduced a bill taxing; Incomes of over one mil lion dollar at fifty per cent ' Heavy taxation of Incomes Is one of England's chief resources In raising; funds to meet its enormous war drain. The United States Is happily In less need than England, but will be justified in demanding a larger pro portion of revenue than It at present derives from the fortunate ones who have prospered more than their fel lows under this government. Large incomes are never due to the 1 special ability of those who possess thrm enc-.pt la a narrow an con stricted sens. They are due tn so ciety. The bond-holder, the capitalist, the Industrial magnate the great lasryer or surgeon, the real ealate owner all of the fortunate oaes of the eartn 4 their incomen to so ciety at large Frequently then In eomvo are derived from direct Or in direct exploitation of the people, la variably, were there no people, there would be no Iiwnmh. Throws the thousands of years that mankind has fro a to Us present state of material civilisation strictly j material, too, when one reflects open the great war mankind as a whole has built the wealth ot the world. The Individual who through special privileges, ad vantages or ability has attained more than his share of the world's goods, would have had no share at all would have been n forlorn atom of humanity In n hope.leee waate but for . the presence and co-operetlou. of hie fellows. Tax the Income. The larger they are, tax them the more. It la no' even asking ton much that the man who receive a million dollars annu ally should give up one-half to gov ernment. Ills energies may thus be directed In greater measure to pre. meting the benefit and progress f the rare which we take to be the ra tional end and aim of mundane exist ence. The greater bis privileges and opportunities the greater la his debt to society and he should be made to pay. . . , i . Such a petty' nuisance as the stamp tax which occaslopa annoyance to the bualneas world Out of all propor tion to to revenue It provides will be eaaler to bear ander n system of income taxation by which those who owe the most to government will pay the moat a If true, the report that Turkey seeking a separate peace may mean the beginning of the, end of ths great war and likewise of the royal nouses of Hapaburf and Huhensollern. We are In receipt of n copy of "Lend Hand,' published In ths Oregon pen. which someone has truthfully said con tains good deal of Inside information. Twelve million people are facing death from at arvstkn In Poland, their "place in the sun" being found upon Um frosen fields of n stricken land. There lived an old man who was good. He worked In the field and tne wood.' He rose wun. ins cock, never minding the clock. He tolled a grave digger should. His neighbors accounted him kind. He scattered soft words to. the wind. , He moiled with a Dick to give fruit to the sick He nensioned the nag that went blind. Throuah fever and frost he Kept sweet Though he blistered the soles of hie feet he tramped seven mile to give thsnks for a smile, and handled a compliment neat. The neighbors ware airone for this Stuff. They fash toned a halo of gulf. Pull oft folks would say. they blessed the fine day God fashioned him . out of the rough. The road la encompassed with woe Temntatlona will trouble us so. The holy and atronr break forth Into song, and yearn for the valley below. No matter how strslghtly we walk the line that is narrowed In chalk, a slip or a slide will humble the pride, and give every gosslper talk. So It griev- eth me some to relate: . Our hero. while fixing the gate, one morning In May turned young with the hay. and doddered, plumb Into .his fate. He left the old hinges awry. He bought htm n suit Ilk the "sky. He dressed him in Joy like a fool college ,boy. He vodeled a bit on the sly. Go see for his rsme. u yon win. Go aak of the field and the hill. As transient as youth is ail that la sooth. The deeds we remember are III. . His neighbors in concert s greed that lunacy claimed the old seed. They named him at once both a dolt and dunce. They read him clear out of the creed. Come hither, my son. and give car. Walk upright and scathlee of fear. Tou may lend, give or bor row, but ne'er to your sorrow hold friends snd their estimate dear. As light a the leaf that Is whirled falls the praise of a gratified world. He best earns his rest who sets his own test nor cams how .his whiskers are curled.; 4. v ' " ::"-', The big Multnomah hotel at Port' land, much admired, by- Westonlans who have had the chance to stroll through Its magnificent lobby, Is In financial difficulties. . The hotel com pany has gone Into bankruptcy, and its president Roy O. Tates. claims that he has sustained a personal loss of SSOO.eoe within three years. The hotel was built four years ago by the Thompson estate, and cost two mil lion dollars. Pendleton Bulldogger: "I feel like apologizing for not making a better talk tonight" said Bill Thompson while speaking postprandlalty at the banquet Saturday night "but as a matter of fact a Pendleton windmill has had little experience In being op erated with water." . ..
