the Oregon ian strengthens the general
impression that taxes are a lot higher
than they ought to be and have in

gon's growth in other respects.- It's

however. Even though a few offices
could be consolidated to advantage in
Umatilla county, for instance, the sav
ing accomplished thereby would be a
mere bagatelle. When better schools,
roads and bridges are demanded they
must be paid for. Moreover, the tax- j
payer always hat the consolation of
knowing that the large ahara of his
contribution Is spent In hit own com
munity. Municipal and school district
taxes arc always higher than county
taxes and county Unas than state
taxes, ' There la also the consolation, uf
knowing that the American taxpsper Is
fortunate indeed compared to his fel
kiwt in Europe, who have a! -ays been
heavily taxed and will now have a cost
ly war to pay for. Englishmen of
means are already required to give up
a startling percentage of their annual
Income, and the unfortunate German
taxpayer la even denied the privilege
of kicking against the government.

the central powers unless the entente
allies grow discouraged. Germany, he

suffered a greater proportionate in
crease In taxation than other counties
in Orea-oa. The' situation there la
herein cited because It la typical and
for the further reason that the condl
tlon haa lately been aiven prominence
by discussion at a taxpayers' racetlnt
adequately reported by tne Benton
County Courier.
In 1101 the taxes levied In Benton
county ageres-ated the modest aum of
4S.3t7. In 1114 the levy produced
1301. M. Thus In eleven yeara the
taxes contributed to support county
covernment increased seven-fold. "
As to sains in population oaring- tne
full period, there are no accurate sta
tistics. But in ltOO the population ot
Benton county was 70t and In 110

Do the taxpayers of the several
counties of Oregon know why ' the
legislature does not reduce the num
ber of county offices T It Is not be
cause the members are not anxious to
serve the best Interests of their con
stituents. It Is because, whenever a
measure of that character Is proposed.
the only persons the. legislature hears
from are the officers whoae Jobs are
threatened and the Intimate friends
they can induce to exert pressure at
Salem. The ones whose toes are
about to be stepped on protest, whlls
the great body of taxpayers who would
be benefited remain, as silent as the
Sphinx.
Taxpayers' organisations formed in
every county and co-operating to
gether can. If representative, get any
thing they want from the legislature.
And they are more likely ' to get a
measure adjusted to the requirements
of each county than If a few of them
attempt to devlae an Initiative meaa-
er declared that to be the only way;
that- "the taxpayers could expect no
hope from the legislature Which had
proven false to the people who elected
it was 10.SCI, according to ths United
States census. In 110 the amount
raised In taxes was f 191, 0s. Compare
the two gains. The Increase In popu
lation in ten years wss fit per cent
The increase In taxes In eight years of
that period waa approximately 150
per cent. Aa an Illustration of the ef
fect on the Individual, one farmer re
ported that fifteen years ago the taxes
on his farm had been $2t. This year
he Days 1200.

What ia to be done about ItT The tax.
payers of Benton county havs formed
an organization which will endeavor
to reduce taxes. Its plan of action has
not yet been definitely adopted, but
there is talk of co-operating with
other counties In the formulation and
pressing of an Initiative measure to
consolidate county offices. One speak
ure. If plana are made now to elect
members who are pledged to reduce
taxes and If those members receive
when at Salem the backing of the
taxpayers' organisations, the reduction
will be accomplished insofar as ths
limited authority of the legislature
over county expenditures will permit.
